Item No.
AGENDA REPORT
DATE: July 28, 2025
TO: Honorable Mayor and City Council
FROM: Megan Wolfe, Director of Community Services IviN
SUBJECT: City of Yucaipa Fourth of July Fireworks Show
13 RECOMMENDATION:
That City Council waive the Firework Display Permit Fee in the amount of $727 related to Pyro Spectaculars Inc.'s July 4, 2025, production.
BACKGROUND/DISCUSSION:
On April 14, 2025, the City Council authorized the Acting City Manager to execute a contract with Pyro Spectaculars, Inc. in the amount of $45,145 to produce the City's 2025 Fourth of July Fireworks Show event at the Yucaipa High School campus. The program included a fireworks display with music produced by a licensed pyrotechnic operator. The program lasted about twenty minutes, and the event was well attended by the community.
The actual cost to produce the fireworks display is $45,000. The City of Yucaipa's Municipal Code requires licensed pyrotechnic operators to apply for and obtain a fireworks display permit from the City's Fire Marshal and Fire Department through the Building & Safety Division to ensure the safe operation and production of the display. The City's Fire Marshal and Fire Department reviewed and approved the firework display operation prior to the event. The fee amounts to $727. The contract with Pyro Spectaculars Inc. allows the vendor to pass along the cost of any fees to the City. Instead of charging the fee and subsequently reimbursing the vendor, staff is recommending the City Council waive the firework display permit fee. As an alternative option, staff requests an additional $582 to the contract to reimburse fees charged to the vendor.
FISCAL IMPACT:
In both staff's recommendation and the alternative option, the financial impact to the City is a net $0.
