SUBJECT: Fire Department Battalion Chief Vehicle
9 RECOMMENDATION:
That the City Council:
1. Approve the procurement of a 2026 Ford F-250 Super Duty Pickup truck in the amount of $64,072 from Downtown Ford of Sacramento, CA; and
2. Provide direction to staff regarding a comprehensive lease strategy for the City's vehicle fleet.
BACKGROUND/DISCUSSION:
A second Battalion Chief will be added to the Yucaipa Fire Department (YFD) staffing for FY26, this newly created position requires a command vehicle. The cost of the vehicle is included in the adopted FY26 Budget. The vehicle purchase option has been competitively bid through the State of California Department of General Service Contract 1-22-23-20F.
At the August 11, 2025, City Council Meeting, the City Council continued the procurement of the Fire Department battalion chief vehicle agenda item to the next available City Council meeting and directed staff to include information relative to a comprehensive lease strategy for this vehicle as well as the City's overall vehicle fleet (Fire, Code Enforcement, Public Works, etc.).
Staff has informally reached out to one company that provides vehicle fleet leasing services to public agencies to obtain a preliminary estimate of the lease option terms for the proposed battalion chief vehicle.
From the information received, there was no appreciable savings when comparing the lease option to the purchase option for this single specific vehicle. The cost savings for the lease option may be realized when the lease strategy includes multiple vehicles or an entire city vehicle fleet.
As a result, staff is recommending that the City Council approve the procurement of the Fire Department battalion chief vehicle at this time and direct staff to research a potential vehicle fleet lease with a company that provides vehicle fleet leasing services. Such a procurement would be processed in a manner
consistent with the City's Purchasing Policy and Procedures.
FISCAL IMPACT:
The cost of the Fire Department battalion chief vehicle described in recommendation No. 1 is included in the Public Safety Fund of the adopted FY26 Budget.
