SUBJECT: Acceptance of Contract Work — FY24/25 Microsurface Program and Crack Seal Program — Project No. 11233
RECOMMENDATION:
That the City Council:
1) Accept the contract work completed by Pavement Coatings Co. in the amount of $206,581 for the FY24/25 Microsurface Program and Crack Seal Program — Project No. 11233; and 2) Authorize the recordation of the Notice of Completion for the FY 24/25 Microsurface Program and Crack Seal Program (Project).
BACKGROUND/DISCUSSION:
On May 13, 2024, the City Council approved the FY24/25 Pavement Management Program (PMP).
The PMP includes both the Microsurface Program and the Crack Seal Program.
The Microsurface Program includes application of a thin layer of an asphalt mixture that provides a new roadway surface over the entire street to seal, protect and extend the life of the asphalt structure.
The Crack Seal Program is completed first in preparation for the Microsurface Program.
After going through the competitive public bid process, on April 14, 2025, the City Council awarded a contract to Pavement Coatings Co. of Jurupa Valley, CA to complete the Project in the amount of $209,511. The award included the authorization of $20,000 for construction contract contingency, resulting in a total authorized construction contract budget in the amount of $229,511.
Staff inspections were performed during construction and upon completion to ensure that the work was completed in accordance with the plans and contract specifications. The contract work has been completed for a total cost of $206,581, which is $22,930 under the authorized construction contract budget for the Project.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.

for the City of Yucaipa was completed and accepted by the City of Yucaipa on the 8th day of September 2025.
The said work was performed by Pavement Coatings Co. of Jurupa Valley, CA in accordance with the terms of the written agreement dated the 14th day of April 2025.
