3) If the City Council elects to proceed with Option B (Custom Engineered Tie -Back Net and Post Backstop System) with an estimated cost not to exceed $120,000, direct staff to re - prioritize and further defer other planned parks and facility maintenance projects to provide budget to fund this option.
BACKGROUND/ DISCUSSION:
The City of Yucaipa owns and maintains the Yucaipa Baseball Field located at the northeast corner of Yucaipa Boulevard and 13th Street. For many years, this baseball field has been the home of the Yucaipa High School (YHS) baseball team and they have been the primary users of this baseball field. On occasion, the baseball field is rented to other youth baseball groups in the community, similar to the rental of other City athletic fields and facilities.
A Joint Use Agreement between the City of Yucaipa and the Yucaipa-Calimesa Joint Unified School District executed on May 23, 2016, identifies the terms and conditions of the YHS baseball team's use of the facility. The term of the Joint Use Agreement is approximately 10 years and is set to expire on December 31, 2025.
At the September 8, 2025, City Council Meeting, the City Council directed staff to research maintenance work options on the backstop fencing at the Yucaipa Baseball Field for spectator safety when the field is in use. The following two options will improve spectator safety and are presented for the City Council's consideration.

Proposed Chain Link Fencing
Height Extension
Option A
Option A can be completed administratively with the current FY26 fencing maintenance and operational budget in the Public Works Division with minimal disruption to the prioritization list by deferring a portion of the planned multi -use trail fencing maintenance projects until next year.
Option B will require staff to reprioritize and further defer other planned parks and facility maintenance projects to provide budget to fund Option A. The estimated cost exceeds the amount captured on the prioritization list. Currently, the total estimated cost of deferred maintenance projects beyond FY26 is approximately $2.2 million. The estimated completion time for this option also coincides with the YHS baseball season.
FISCAL IMPACT:
The fiscal impact varies depending on the City Council's direction as follows:
Option A: Requires a reprioritization of the planned FY26 multi -use trail fencing projects until next year but does not impact the established maintenance list estimated cost.
Option B: Requires re -prioritization of other planned parks and facility maintenance projects to free up budget in the amount of approximately $120,000 to fund this option.
This will further defer the re -prioritized maintenance projects for a future year and increase the deferred maintenance project cost estimates by approximately $80,000.
