CALL TO ORDER
Mayor Thorp called to order the Special Meeting of the City Council at 4:01 p.m.

PUBLIC COMMENT
The following members of the public spoke:
• Hansen Wang
Director of General Services/City Clerk Sauseda amlounced that due to Councilmember Beaver joining the meeting via telephone, the City added language to the agenda in compliance with AB 2449 regarding teleconference procedures. As of the start of the Closed Session meeting, the Clerk's Office had not received any requests from the public to join the meeting remotely.

RECONVENE TO OPEN SESSION
The meeting reconvened at 5:55 p.m. with Councilmember Woolsey, Mayor Pro Tem Venable and Mayor Thorp present.
CLOSED SESSION REPORT
City Attorney Graham announced that the City Council had recently become aware of a Professional Services Agreement entered into by the City with the spouse of Councilmember Bob Miller. The City Council has elected to submit the matter to the City's outside Counsel for a determination of the contract's validity under Government Code § 1090 and the Political Reform Act. The City Council, by unanimous vote, also requested Councilmember Miller's resignation from his position on the City Council.
