4 Item No. 1

AGENDA REPORT
DATE: October 13, 2025
TO: Honorable Mayor and City Council
FROM: Steven Graham Pacifico, City Attorney
SUBJECT: 2025 Membership on Ad -Hoc, Standing, and Regional Committees RECOMMENDATION:

That the City Council review the current 2025 Committees Roster, and provide direction to staff as appropriate, including but not limited to: (1) confirming existing assignments; (2) modifying one or more assignments; (3) designating interim or alternate appointments; or (4) providing alternate direction to staff. This item is presented without a staff recommendation as to any particular outcome.

BACKGROUND/DISCUSSION:

The City Council may periodically review membership on its ad -hoc and standing committees, as well as regional committee assignments, to ensure alignment with current workload, scheduling, and policy priorities. Ad -hoc committees are created for a limited purpose and duration and dissolve upon completion of their assigned task, while standing committees have continuing subject -matter jurisdiction and meet on an ongoing basis. Regional committees are multi jurisdictional bodies that relate to regional matters such as Omnitrans. The Council may confirm existing assignments; modify one or more assignments; designate chairs, vice -chairs, or alternates; address vacancies; and/or provide direction regarding liaisons to external agencies and joint bodies. In taking action, the Council may consider factors such as member availability, subject -matter expertise, continuity of ongoing projects, and compliance with applicable open -meeting and conflict -of -interest requirements. Attachments 1 and 2 provide the current 2025 Committee Rosters. Staff seeks direction only; no particular outcome is recommended.

FISCAL IMPACT:

The recommendation does not result in a fiscal impact.
