Mayor Thorp called to order the Special Meeting of the City Council at 7:00 a.m.

Number of Cases (1)
City Attorney Pacifico identified Item B on the Closed Session agenda as it relates to the potential conflict of interest of Councilmember Miller and announced that Councilmember Miller would be recusing himself from that item.
Councilmember Miller recused himself from Closed Session Item B.
The City Council entered Closed Session at 7:01 a.m.

CLOSED SESSION REPORT
City Attorney Pacifico stated that regarding Item A., the City Council reviewed the applications and selected finalists to be interviewed by the City Council at a future date.
DISCUSSION ITEMS
1. SUBJECT: 2025 MEMBERSHIP ON AD -HOC, STANDING, AND REGIONAL
COMMITTEES
RECOMMENDATION: That the City Council review the current 2025 Committees Roster, and provide direction to staff as appropriate, including but not limited to: (1) confirming existing assignments; (2) modifying one or more assignments; (3) designating interim or alternate appointments; or (4) providing alternate direction to staff. This item is presented without a staff recommendation as to any particular outcome.
DISCUSSION: City Attorney Pacifico presented the Agenda Report.

After Council discussion, the following Motion was made:
ACTION: MOTION BY COUNCILMEMBER WOOLSEY, SECOND BY
COUNCILMEMBER BEAVER, CARRIED 4-0-1, (COUNCILMEMBER MILLER
ABSTAINED) FOR ALL CHECK WARRANTS TO BE PRESENTED TO
COUNCIL FOR APPROVAL.

Councilmember Beaver asked the Mayor to consider bringing forward an item at a future meeting to discuss the necessity of a Finance Committee outside of the purview of the City Council. Mayor Thorp concurred.
