SUBJECT: Contract Amendment No. 1 with West Coast Arborists, Inc. — On -Call Tree Trimming Services
RECOMMENDATION:
That the City Council approve and authorize the Interim City Manager to execute and authorize the Interim City Manager or her designee to administer the terms of Contract Amendment No. 1 with West Coast Arborists, Inc. (WCA) for On -Call Tree Trimming Services in the amount of $118,000.
BACKGROUND/DISCUSSION:
On June 23, 2025, the City Council approved and authorized a contract with WCA for On -Call Tree Trimming Services, for $25,000 per year for FY26 and FY27. This contract includes provisions for on - call tree trimming services in the public right-of-way and on City owned facilities within the City of Yucaipa, which may include roadway center medians, parks, public facilities, City owned properties, open space, street trees, and public easements.
In August of 2025, WCA was contacted by City staff to provide a cost estimate for tree at the Yucaipa Community Park and Bryant Glen Sports Complex. Tree trimming addresses the appearance and shape of the tree. Trimming of trees also improves the structural integrity of the tree, while improving safety for the public.
It has been over 10 years since the tree system at the Community Park and Bryant Glen Sports Complex have thoroughly been trimmed. In total, over 700 trees have been identified for some degree of required trimming.
Over the next few years, staff will be working with the City's Landscape Architect and the City's on - call tree trimming contractors to develop a thorough City-wide tree trimming program to improve public safety by reducing hazards from falling branches/trees, ensure clear passage for vehicles and pedestrians by maintaining necessary clearances, and support the health and longevity of the urban forest. Effective tree management also protects infrastructure, such as power lines, prevents costly damage to property from tree -related incidents, and enhances the overall aesthetic and environmental quality of the community.
Staff is recommending that the City Council approve and authorize the Interim City Manager to execute and authorize the Interim City Manager or her designee to administer the teihis of Amendment No. 1 with WCA for FY26 in the amount of $118,000, and increase the approved and authorized FY26 contract amount from $25,000 to $143,000.
FISCAL IMPACT:
The recommendation does not result in fiscal impact as the amount is included in the FY26 Budget.
