CITY OF
Item No. 4

AGENDA REPORT
DATE: October 27, 2025
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer? Landon Kern, Assistant City Engineer L i K
Crystal Campbell, Associate Engineer GC
SUBJECT: Reject All Bids — 5th Street Phase II Wall Construction Project — Project No. 10903 RECOMMENDATION:

That the City Council:
1) Reject all bids for the 5th Street Phase II Wall Construction Project — Project No. 10903; and
2) Direct staff to revise the scope of work and construction schedule requirements in the bid documents and re -advertise the project for construction bids.

BACKGROUND/DISCUSSION:

The 5th Street Phase II Wall Construction Project —Project No. 10903 (Project) includes the construction of retaining walls and related improvements to accommodate the street widening project along the property frontage of 12345 5th Street that will complete the widening of 5th Street to four lanes between Yucaipa Boulevard and Avenue E. The Project is a sub -phase of the Avenue E Intersections Improvements Project. The overall Avenue E Intersections Improvements Project includes the widening of the intersection of Avenue E at 5th Street to four lanes. Completing the widening of a portion of 5th Street between Avenue E and Yucaipa Boulevard over the Chicken Springs Wash and at the aforementioned property to four lanes allows for the roundabout intersection improvements at Avenue E and 5'' Street to be completed. All proposed Project improvements are consistent with the City's General Plan Transportation Element. This Project also allows for the required utility relocations to occur that are currently in conflict with the proposed intersection improvements at Avenue E and 5th Street.

The Project was advertised for construction bids on August 28, 2025. On October 7, 2025, three sealed bids were received. Two of the three bids received were determined to be unresponsive because they did not meet the City's bid requirements. The third bid was responsive, however the bid amount received was roughly four times the Engineer's Estimated Amount. Although one responsive bid was received, staff has determined that several revisions to the bid documents are necessary to ensure accurate and consistent interpretation of the bidding requirements, and to ensure

the bids received are responsive and competitive. In addition, revising the Project's construction schedule requirements allows flexibility for contractors to complete the unique structural wall work in a manner that will reduce cost and also result in generating more interest in this project and more bidders.

As a result, staff is recommending that the City Council reject all bids and direct staff to revise the scope of work and construction schedule requirements in the bid documents and re -advertise the project for construction bids.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact.
