Item No. 5

AGENDA REPORT
DATE: October 27, 2025
TO: Honorable Mayor and City Council
FROM: Fermin Preciado, Director of Development Services/City Engineer Landon Kern, Assistant City Engineer
Kevin Garcia, Associate Engineer KG,
SUBJECT: Offers of Dedication -12494 5th Street (APN 0318-143-12) and 34509 Avenue E (APN 0319-371-10)
RECOMMENDATION:

That the City Council:
1) Accept the Offer of Dedication for public street right-of-way, as described in Resolution No. 2025-47; and
2) Accept the Offer of Dedication for public street right-of-way, as described in Resolution No. 2025-48; and
3) Authorize the Interim City Manager, or her designee to execute and record the necessary documents to complete the offer of dedication process.

BACKGROUND/DISCUSSION:

As part of the Avenue E Intersections Improvements Project (Project), the City Council approved the construction of five roundabout intersections along Avenue E, requiring a total of thirty permanent right-of-way easements. The Project includes constructing single or dual lane roundabouts, concrete curb and gutter, concrete driveway approaches, sidewalk, ADA curb ramps, asphalt pavement, fencing improvements and storm drain improvements at the intersections of Avenue E at 5th Street, 4th Street, 3rd Street, 2nd Street, and Bryant Street. The Project will replace multi -way stops at these intersections with a single lane roundabout at the intersections of 2nd Street and 3`d Street at Avenue E and a dual lane roundabout at the intersections of Bryant Street and Avenue E, 4th Street and Avenue E, and 5th Street and Avenue E.

The construction of the roundabouts at the intersections of Avenue E at 2nd Street and 3rd Street was completed in June of 2024.

Construction of the roundabouts at the intersections of Avenue E at 4th Street and 5th Street required the acquisition of permanent easements from eleven properties. Upon approval and acceptance of this item, all eleven acquisitions and public right-of-way dedications required for the construction will have been completed and will allow staff to proceed with the construction of the intersection improvements at Avenue E and 5th Street.

It is also important to note that on June 23, 2025, the City Council authorized the two properties, offering this dedication, to be processed under the Surplus Land Act (SLA) in anticipation of potential future disposition, pending completion of all SLA requirements and approval from the State of California.

This proposed action before the City Council aligns with both the Project and the ongoing SLA process.

FISCAL IMPACT:

The recommendation does not result in a fiscal impact.
