Mayor Thorp called to order the Special Meeting of the City Council at 6:30 a.m.

Pledge of Allegiance was led by City Attorney Pacifico.

Councilmember Miller joined the meeting via telephone from the Grover Beach City Hall — Parking Lot, 154 S. Eighth Street, Grover Beach, CA 93433. He confirmed verbally that the agenda was posted at his location at least 72 hours prior to the start of the meeting and that there were no members of the public present for public comment.
