SUBJECT: Award of Contract — Phase II-B Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street, — Project No. 10959-2
RECOMMENDATION:
That the City Council:
1) Award and authorize the Interim City Manager to execute a contract, and the Interim City Manager or her designee to administer the terms of the contract to the lowest responsible bidder, Three Peaks Corp. of Calimesa, CA in the amount $986,610 for the Phase II-B Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street, — Project No. 10959-2 (Project); and
2) Approve the amounts of $200,000 for construction contract contingency and $80,000 for construction contract administration, staff time, testing and inspection costs for a total construction budget in the amount of $1,266,610; and
3) Authorize the Interim City Manager or her designee to administer the distribution of the construction contract contingency; and
4) Approve the plans and specifications prepared for the Project.
BACKGROUND/DISCUSSION:
The Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street Project Phase II-B (Project) consists of constructing curb, gutter, sidewalk, ADA curb ramps, bike lanes, and associated street improvements between 3rd Street and 4th Street on both sides of the street.
The construction of Phase I between 4th Street and 5th Street was completed in August of 2016, with the completion of Phase II -A between 2nd Street and 3rd Street following in October of 2019. The overall project, when completed, will join with the street improvements completed in 2011 as part of the Uptown Streetscape Project. By completing the Project, the pedestrian and street improvements on Yucaipa Boulevard will be completed from 5th Street, to just west of the Bryant Street intersection, which is in line with the City Council's goal to focus on the completion of current Capital Improvement
Program (CIP) projects. The Project also enhances pedestrian safety and access to the City's Uptown Business District, and is consistent with the City's General Plan and Uptown Corridor Specific Plan.
In September of 2025, staff publicly advertised the Project for construction bids. On October 16th, 2025, eleven (11) bids were received from contractors as follows:

Three Peaks Corp., of Calimesa, CA, is the apparent lowest responsible bidder. The Engineer's Estimate is $1,250,000. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. Three Peaks Corp. has completed similar projects in the past for the City and their work has been deemed satisfactory.
FISCAL IMPACT:
The recommendations result in a fiscal impact of $1,266,610, which is included in the Fund 570 Air Quality Improvement Fund.

PROJECT: Phase II-B Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street, — Project No. 10959-2.
WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices; together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to insure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor and Contractor agrees to accept the sum of Nine Hundred Eighty -Six Thousand, Six Hundred Ten Dollars and No/Cents, ($986,610.00) in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council.
IN WITNESS WHEREOF, the parties hereto have executed this instrument the day and year first above written.
