SUBJECT: Acceptance of Contract Work — Fiscal Year 2025/2026 Concrete Program— Project No. 11241
RECOMMENDATION:
That the City Council:
1) Accept the contract work completed by VAN Engineering in the amount of $165,355.50 for the Fiscal Year 2025/2026 Concrete Program— Project No. 11241; and 2) Authorize the recordation of the Notice of Completion for the Fiscal Year 2025/2026 Concrete Program— Project No. 11241.
BACKGROUND/DISCUSSION:
On April 28, 2025, City Council approved the Fiscal Year 2025/2026 Pavement Management Program (PMP). Included as a part of the PMP is the Concrete Program (Program).
The Program is intended to meet the City's goal to improve pedestrian and ADA access throughout the City as part of the ADA Transition Plan adopted by the City Council on February 22, 2016. The proposed Program includes the replacement of cracked, broken or deteriorated concrete sidewalk, driveway approaches, curb & gutter, cross -gutter, and replacement of ADA curb ramps at various locations throughout the City. The sections of sidewalk replaced were reported by residents and the general public. The reported sidewalk related concerns were processed through the Public Works Department's GIS based maintenance reporting system and were verified by staff prior to adding the repairs to the Program. Also included in the Program are bus stop pad enhancements paid for with Transportation Development Act (TDA) grant funds awarded to the City by the San Bernardino County Transportation Authority (SBCTA) in 2021 and accepted by City Council on February 28, 2022. Also included in the Program are sidewalk enhancements at the 7th Street Park paid for with funds from the 7th Street Rehabilitation Project included in the adopted Fiscal Year 2025/2026 Capital Improvement Program.
After going through the competitive public bid process, on August 25, 2025, the City Council awarded a contract to VAN Engineering of Wildomar, CA to complete the Program in the amount of $155,140.
The award included the authorization of $18,000 for construction contract contingency, resulting in a total authorized construction contract budget in the amount of $173,140.
Inspections were performed by staff during construction and upon completion to ensure that the work was completed in accordance with the plans and contract specifications. The contract work has been completed for a total cost of $165,355.50, which is $7,784.50 below the authorized construction contract budget for the Program.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.
