Item No. 16

AGENDA REPORT
DATE: November 10, 2025
TO: Honorable Mayor and City Council
FROM: Jennifer Crawford, City Manager -
Trevor Benson, Public Safety Manager x- it
SUBJECT: Sheriff's Schedule A Contract Amendment No. 42 RECOMMENDATION:

That the City Council approve an amendment to the Law Enforcement Services Contract (Schedule A) between the City of Yucaipa and the San Bernardino County Sheriff's Department in the amount of $925,879.

BACKGROUND/DISCUSSION:

The City of Yucaipa has contracted with the San Bernardino County Sheriff's Department for law enforcement services since 1990. This contract is amended annually to reflect any changes in cost and service levels. For Fiscal Year (FY) 2025/26, the original cost for law enforcement services was in an amount not -to -exceed $13,870,394 less the annual personnel credit in the amount of $649,851, for a total net contract amount of not -to -exceed $13,220,543, which was approved by Council on May 12, 2025.

At the time the FY 2025/26 budget was developed, labor contract negotiations for the Sheriffs Department were still in progress. Contract cities were advised that service costs would increase upon completion of those negotiations. Accordingly, during budget adoption, staff included a reserve in excess of the known contract amount to prepare for the pending cost adjustment. The amended amount is in -line with the budgeted reserve.

On October 4, 2025, the San Bemardino County Board of Supervisors approved a Memorandum of Understanding (MOU) between San Bernardino County and the Sheriff's Employees' Benefit Association (SEBA) based on negotiations to address contract extensions covering wages, hours, and other terms and conditions for employees in the Safety Unit and Safety Management and Supervisory Unit.

The approved MOU includes the following:
• 3% COLA increase effective October 4, 2025
• 3% COLA increase effective October 3, 2026
• 4% COLA increase effective October 2, 2027
• $200.00 increase for medical premium contributions
• County to match up to 1% in employee's 457(b)

• Elimination of compaction and increased POST incentive pay • Increased field incentive
• Assignment pay for Lieutenant's
This MOU was approved in the attempt to aid the current staffing shortages throughout the Sheriffs Department and increase competitiveness with surrounding agencies. The approved MOU extended the terms and conditions through September 30, 2028.

Based on the conclusion of the negotiations, the attached Amendment No. 42 reflects an approximate 7% increase in cost, totaling $925,879. The revised contract cost for FY 2025/26 is $14,738,706, less the annual personnel credit in the amount of $592,284, resulting in a total net contract amount not to exceed $14,146,422, effective October 4, 2025. There are no changes in staffing to the amended Schedule A for FY 2025/2026.

The attached Schedule A to Amendment No. 42 provides a detailed breakdown of costs and service levels.

FISCAL IMPACT:

The recommendation results in a FY26 authorized spending increase of $925,879 in the Public Safety Fund. As discussed during FY26 Budget adoption, the ongoing negotiations were known and reserved for in the City's budget and therefore, this item does not result in a budget adjustment.
