SUBJECT: Award of Contract — Interior Painting of Various City Facilities Project — Project No. 11244
RECOMMENDATION:
That the City Council:
1) Award and authorize the Interim City Manager to execute a contract, and the Interim City Manager or her designee to administer the terms of the contract to the lowest responsible bidder, Cosmic Color Painting of Los Angeles, CA in the amount $137,000 for the Interior Painting of Various City Facilities Project — Project No. 11244 (Project); and
2) Approve the amounts of $27,000 for contract contingency and $13,700 for contract administration, staff time and inspection costs for a total budget in the amount of $177,700; and
3) Authorize the Interim City Manager or her designee to administer the distribution of the contract contingency; and
4) Approve the contract specifications prepared for the Project.
BACKGROUND/DISCUSSION:
The Interior Painting of Various City Facilities Project (Project) is being initiated to provide the necessary maintenance, aesthetics and upkeep of various public facility buildings. Performing facility maintenance is essential for cost savings, operational efficiency, and extending the useful life of City assets. Routine inspections during the maintenance process help identify minor issues like small cracks, peeling paint, or water stains before they escalate into major, expensive repairs.
The City facilities/buildings included in the Project are as follows:
• Yucaipa City Hall (34272 Yucaipa Boulevard)
• Yucaipa Community Center (34900 Oak Glen Road)
• Scherer Community Center (12202 1' Street)
• Yucaipa Library (12040 5th Street)
• 7`h Street Pool Center (12385 7th Street)
It is important to note that City staff has been coordinating with San Bernardino County Library Services staff regarding the replacement of aged furniture, decor and amenities following the interior painting of the library. This overall effort will revitalize and update the library facility, providing a much -needed upgrade.
The contract work for the Project shall consist of furnishing all the required labor, materials, equipment, parts, implements and supplies necessary to complete the required painting of the interior walls (trim, molding, etc.) of various City of Yucaipa maintained facilities.
The Project was publicly advertised for bids in October of 2025. On November 18, 2025, ten (10) sealed bids were received and opened as follows:

Cosmic Color Painting of Los Angeles, CA, is the apparent low responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. The contractor has confirmed their ability to commence work at specific buildings during the upcoming holiday closures to minimize impacts to operations. Cosmic Color Painting has completed similar projects in the past for other municipalities and as part of the reference check process, their work has been deemed satisfactory.
FISCAL IMPACT:
The recommendations result is a fiscal impact of $177,700 from the General Fund. This amount is less than the amount included in the FY26 Budget for the Project.

PROJECT: Interior Painting of Various City Facilities Project — Proiect No. 11244 WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices; together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to insure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor and Contractor agrees to accept the sum of One Hundred Thirty -Seven Thousand Dollars and No/Cents, ($137,000.00) in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council.
IN WITNESS WHEREOF, the parties hereto have executed this instrument the day and year first above written.
