Item No. 6
AGENDA REPORT
DATE: January 12, 2026
TO: Honorable Mayor and City Council
FROM: Trevor Benson, Public Safety Manager
SUBJECT: Resolution No. 2026-01 - Tobacco Grant Award
RECOMMENDATION:
That the City Council adopt Resolution No. 2026-01, authorizing the City Manager to accept a Proposition 56 Tobacco Grant award from the State of California Department of Justice in the amount of $74,709 to conduct retail enforcement operations in the City of Yucaipa.
BACKGROUND/DISCUSSION:
The California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Proposition 56) funding helps promote a healthier California by reducing illegal retail sales and marketing of cigarettes and tobacco products, including e-cigarettes, to minors. The Office of the Attorney General makes these annual funds available to local law enforcement agencies through the California Department of Justice (DOJ) Tobacco Grant Program.
After an application process, the City of Yucaipa received a grant award from the California Department of Justice (DOJ) for the Proposition 56 — Tobacco Grant Program to enforce state tobacco laws and local ordinances, including the statewide flavor ban (and similar local ordinances) through retailer inspections and enforcement operations (e.g. minor decoy, shoulder tap, in stores).
Funded activities will include:
• Retail enforcement operations;
• On -site education and educational materials to retailers; • Enforcement officers with education about tobacco laws and ordinances; • Bi-Annual minor decoy operation
The grant award amount is $74,709 and projects are expected to begin on or about July 2, 2026, and must terminate on or before June 30, 2029.
The budget breakdown is as follows:

The Grant operates on an arrear basis, in which the DOJ reimburses the City for approved expenditures.
This occurs upon receipt of invoices, submission of quarterly progress reports, and provision of other enforcement data as required by the Grant.
The grant award will provide up to $74,709 in state funding to enhance local tobacco enforcement activities over the project period. There is no match requirement for this grant; however, grant funds must be expended strictly on approved activities and reimbursed in arrears. Any unspent funds will remain available within the project performance period.
FISCAL IMPACT:
The recommendation does not result in a current year fiscal impact. $74,709 will be incorporated into the Public Safety Fund in future years' budgets.
