BACKGROUND/DISCUSSION:
The City continues to aggressively pursue federal, state, and local grant funding to help fund Capital Improvement Program (CIP) infrastructure projects. With direction from the City Council, staff has also pursued partnerships with other agencies to help fund and construct infrastructure projects that provide multiple benefits to residents of the City of Yucaipa.
The City has completed many traffic improvements as a result of successful grant funding applications under the Highway Safety Improvement Program (HSIP) administered by the State of California Department of Transportation (Caltrans). HSIP grant eligibility requirements were updated to require local jurisdictions to adopt a Local Roadway Safety Plan (LRSP) in order to be eligible for HSIP and other grant funding administered by Caltrans and the Federal Highway
Administration (FHWA). Following a competitive Request for Proposals/Qualifications (RFP/RFQ) procurement process, a contract was awarded to KOA Corporation (KOA) to develop the LRSP for the City of Yucaipa. The LRSP was developed by KOA and City staff through collaborations with stakeholders, resulting in a final report that includes a prioritized list of vehicular and pedestrian traffic safety -related improvements and recommendations (also known as countermeasures) that have been identified on public streets throughout the City of Yucaipa. LRSP stakeholders included residents, the Yucaipa Police Department, San Bernardino County Sheriff's Department, the Yucaipa Fire Department, Omnitrans and the Yucaipa-Calimesa Joint Unified School District. As a result, the City Council approved and adopted Resolution No. 2023-38 approving the LRSP for the City of Yucaipa.
One of the safety improvements identified in the adopted LRSP is the upgrading of traffic signal backplates at signalized intersections to include the installation of retro-reflective yellow tape. These improvements have been identified to increase the visibility of signalized intersections, resulting in safety enhancements aimed at reducing the frequency and severity of broadside and rear -end crashes where drivers could have difficulty seeing traffic signals in advance of an intersection. Several of the City's existing intersections are equipped with these features, as a result of a previous HSIP grant funded project, as well as the newer intersections that have been signalized as a result of development activity and/or CIP projects to align with the latest Caltrans standards that include the yellow retro-reflective tape on the signal head backplates.
In recent years, the City of Yucaipa has also experienced more frequent and widespread power outages due to SCE's public safety power shutoffs (PSPS) aimed at reducing wildfire risk. These occurrences have led to the City's existing facilities, including signalized intersections, being without power for extended periods of time and in some cases multiple days. While many of the existing signalized intersections are equipped with battery backup systems to temporarily power the signals for approximately 3-5 hours, additional measures have become increasingly important to improve motorist safety throughout the City at night, during all weather conditions, and when signalized traffic signals are without permanent and/or temporary power. City staff has partnered with the Yucaipa Police and Fire Departments on public messaging aimed at educating, informing, and reminding motorists of the vehicle code requirements on how to navigate through intersections safely during power outages and/or when signalized intersections are not operational. While this messaging and outreach is an important tool, City staff recognized an opportunity to advance the City Council Adopted 2025 Goal No. 4 to "Enhance Emergency Preparedness/Management Capabilities" to further support these efforts. As a result, City staff applied for HSIP grant funding in September of 2024 to upgrade all traffic signals with the yellow retro-reflective tape to improve traffic signal visibility.
On February 28, 2025, City staff was notified by Caltrans that the City's application for HSIP grant funding had been approved in the amount of $357,480. City staff immediately began coordination with Caltrans to formally authorize the funding to be used for the construction phase of the project.
This included processing required forms, as well as execution of the project specific supplemental agreement as required by Caltrans for State grant funded projects. Additionally, City Council's adoption of the FY26 Budget in June of 2025 included the addition of the Project as a new project into the City's adopted FY26 CIP. Subsequently, the City received notification from Caltrans on September 29, 2025, that the Project had been approved to proceed into the construction phase.
The bid documents and contract specifications for the project were prepared by staff and publicly advertised for construction bids in October of 2025. On December 4, 2025, five (5) sealed bids were received and opened as follows:
Bidder
Bid Amount
Select Electric, Inc. of Anaheim, CA
$128,230.00
Servitek Electric, Inc. of Norwalk, CA
214,249.00
Belco Elecnor of Chino, CA

Econolite Systems of Anaheim, CA
221,597.02
Bear Electrical Systems, LLC of Alviso, CA
263,150.00
Select Electric, Inc. (Select) is the apparent lowest responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications.
Select has completed similar projects in the past for other municipalities and as part of the reference check process, their work has been deemed satisfactory. As a result, staff recommends that City Council award the contract to Select.
FISCAL IMPACT:
The recommendations result in a fiscal impact in the amount of $167,230, which is included in the adopted FY26 Capital Improvement Program (CIP) Budget. HSIP grant funding will fund approximately 90% of the Project.
