STAFF REPORT

TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manger
PREPARED BY: Fermin Preciado, Director of Development Services/City Engineer Scott Washburn, Deputy Director of Public Works, S

SUBJECT: Contract Amendment No. 2 with Econolite Systems - Traffic Signal Maintenance and Repair Services
RECOMMENDATION:
That the City Council:
1. Approve and authorize the City Manager or his designee to execute Contract Amendment No. 2 to the contract with Econolite Systems (Econolite) for Traffic Signal Maintenance and Repair Services which adds an additional $60,000 in total compensation for traffic signal maintenance and repair services in FY26; or
2. Provide further direction to staff.
BACKGROUND/DISCUSSION:
On June 24, 2024, the City Council approved a contract with Econolite for Traffic Signal Maintenance and Repair Services, totaling $150,000 per year for FY25, FY26, and FY27. This contract includes provisions for monthly preventative maintenance services, as well as emergency and on -call repair services for the City's 33 traffic signals. The contract was approved to include the option to extend for an additional three (3) year term.
Since the contract was approved, several traffic signals with aging equipment that have reached the end of their useful life have started to fail and are affecting efficient traffic circulation. Staff has coordinated with Econolite to facilitate necessary repairs. In addition, the number of traffic signal operation complaints received from the public has significantly increased over the last few months. The City's traffic signals are essential for efficient traffic circulation and to support the City Council's goal of enhancing emergency preparedness and management in critical areas. Maintaining and replacing this equipment, when necessary, ensures priority access for emergency vehicles, minimizes response times, and strengthens resilience during temporary power outages.
In addition to routine maintenance needs, damage to traffic signal equipment from weather and traffic collisions requires immediate attention, including repairs or replacement. On August 11, 2025, the City Council approved Contract Amendment No. 1 in the amount of $20,000 to fund emergency repair 02/09/2026 City Council Agenda 23
services and replace a pedestrian -activated flashing crosswalk traffic signal system at Yucaipa Boulevard and 2nd Street, which was damaged in a traffic collision. Similarly, the pedestrian crossing system at California Street and Yucaipa Boulevard was also damaged and requires replacement, with estimated costs of $25,000. Staff is currently collaborating with the Yucaipa Police Department and City Attorney's Office to pursue reimbursement from the responsible parties for these repairs as well as other traffic signal repairs resulting from traffic collisions.
The cost of these repair services is nearing the current contract limit and with the cost to replace the aging traffic signal equipment, staff is anticipating that the current contract amount of $170,000 may be exceeded before the end of the current fiscal year. Consequently, staff is requesting authorization to execute Contract Amendment No. 2, which will increase the total contract amount in this fiscal year by the amount of $60,000. Staff will conduct inspections of all traffic signal equipment in the City to. anticipate and budget for any further repairs or replacements that may be required for the remainder of FY26.
FISCAL IMPACT:
The recommendations result in an increased authorization with the vendor. The FY26 Budget for the Public Works Division is sufficient to absorb the increase to the contract.
