SUBJECT: Prioritization of Qualified Applications for the 2026-2027 Community Development Block Grant Program
RECOMMENDATION:
That the City Council conduct a Public Hearing, and:
Prioritize eligible project proposals for submission to the San Bernardino County Board of Supervisors for Community Development Block Grant funding consideration; or
2. Provide further direction to staff.
BACKGROUND/DISCUSSION:
The City of Yucaipa, through a cooperative agreement with the County of San Bernardino, participates in the federal Community Development Block Grant (CDBG) funding program. On an annual basis, the City of Yucaipa receives an allocation of funds from CDBG, which are passed -through San Bernardino County, and can be used on eligible construction projects and public service programs.
The purpose of this grant program is to address needs identified within the community and to assist specific target areas that qualify as low-income areas. Eligible target areas are those portions of the community that meet the low to moderate income level criteria, as determined by the U.S. Department of Housing and Urban Development (HUD). These resources primarily fund capital improvements within eligible target areas. In addition, up to 15% of the total County -wide allocation received may be spent on public service programs that primarily benefit residents that qualify pursuant to the low- income criteria established by HUD.
Every three years the County is required to re -qualify as an Urban County under the CDBG program and it is through this process that the annual CDBG entitlement funds are established for participating cities, including the City of Yucaipa. Every three years since 2014, the City of Yucaipa has been identified as a "Metropolitan City" per HUD guidelines, which includes a population figure in an amount greater than 50,000, and therefore is able to participate directly with HUD as an Entitlement 02/09/2026 City Council Agenda 216
City, should the City choose to do so. In 2014, 2017, and again in 2020, the City Council elected to continue its participation with the County. On August 10, 2020 City Council approved the First Amendment to the Amended and Restated Cooperation Agreement with the County of San Bernardino which included a clause for subsequent automatic renewals every three years.
Historically, the City has chosen to fund construction projects for improvements to City facilities for the elimination of barriers pursuant to the Americans with Disabilities Act (ADA), and to fund infrastructure improvements enhancing roadways, including storm drains, curbs, gutters and sidewalks. In addition to the eligible City project proposals, not -for -profit community -based organizations, serving various segments of Yucaipa, have also historically submitted project or program proposals in anticipation of funding. Annually, the City Council conducts a public hearing to provide an opportunity for community members and organizations to communicate with the City Council and to present and discuss requests for funding consideration regarding the City's annual CDBG allocation. At the conclusion of the public hearing, Council will be asked to prioritize the proposals for funding. The funding approved by Council will be finalized as a function of the Fiscal Year 2026-2027 (FY27) budget process.
Based on the most recent estimate from the County, the projected CDBG allocation for the City of Yucaipa for Program Year 2026-27 (PY27) is expected to be $151,541. Regularly, the San Bernardino County Department of Community Development and Housing (CDH) updates its estimates used in determining the proportional share of qualifying eligibility factors among Cooperative Agencies in order to determine the level of funding to be allocable to each agency.
While the actual allocation amount is not likely to change significantly from this preliminary figure, if additional funds become available, staff will return to Council with a recommendation for their disposition, as appropriate.
There are primarily two project classifications considered for CDBG funding. These include: 1) public service programs, and 2) construction projects. HUD restricts funding for public service programs to 15% of the total annual allocation. As a result, Yucaipa's public service programs will be subject to a limit of $22,731 or 15% of Yucaipa's anticipated allocation. If Council allocates the entire 15% to public service programs, then the remaining amount of $151,541 will be available for construction projects. While 15% may be spent on public service programs, there is no requirement to spend any amount on public service programs. As a result, the entire annual allocation may be used to fund construction projects.
PY27 Project Proposals
The Notice of Funding Availability (NOFA) for PY27 was advertised by CDH, and it was also posted on the City website and through the City's social media sites. Funding applications have been received by CDH, and CDH has reviewed the proposals submitted in order to determine their funding eligibility. Attachment 2 lists seven (7) programs/projects deemed eligible by CDH, including one (1) City initiated construction project proposal and six (6) public service program proposals submitted by outside non-profit organizations, each of which are discussed later in this report.
02/09/2026 City Council Agenda 217
Of the seven (7) eligible proposals, only the one (1) City construction project proposal is considered a construction project. The remaining six (6) proposals are considered public service programs. The total amount requested for public service programs is $86,000, while the actual funding available to these programs is limited to the $22,731 previously mentioned.
The total allowable number of newly funded projects is based on the percentage of each city's share of the total CDBG allocation and the maximum number allowed is based on the City of Yucaipa's CDBG Administrative Cap. For PY27, the County has determined that the City of Yucaipa may fund a total of six projects, of which no more than two may be new construction projects.
City's Construction Projects
For PY27 the City submitted one construction project proposal, as follows:
1. Yucaipa Performing Arts Center - ADA Parking Improvements - Performing Arts Center in the amount of $150,000:
a. Enhance ADA accessibility by constructing a new ADA-compliant parking space and related access improvements along California Street.
If the project is prioritized by the City Council for PY27 funding, then staff will include the budget for this project as part of the Draft CIP Budget for City Council's consideration as part of the FY27 Budget Adoption process.
Pending the decision to allocate funds to public service programs, the anticipated total PY27 allocation amount available for construction projects is equal to $128,810. The funding request for the proposed construction project is $150,000. Remaining funds will be directed towards the City's Unprogrammed Funds account which may be used in future years towards a construction project Public Service Programs
Six (6) proposals were received from not -for -profit community -based organizations within the greater San Bernardino area that met the submittal criteria, pursuant to the requirements established by HUD and CDH and, therefore, have been determined eligible for funding consideration. Below is a list of all the eligible proposals submitted by both the City and San Bernardino County area not - for -profit organizations.
The lists of construction projects and public service proposals, in no order of priority, are listed below:

The County anticipates receiving approximately $2.3 million in CDBG funds to support eligible activities for Participating Cities. Annual allocations are based on the latest U.S. Census data, considering poverty levels, overcrowded housing conditions, and population figures. As a result, your city's allocation may differ from the previous year.
The NOFA can be found on the Community Development and Housing website:
https:Hcdh.sbcounty.gov/community-development-and-housing-department/nofas-notices-rfps/. The deadline for submitting applications is Friday, November 14, 2025, by 4:00 P.M. To streamline the application process, applications must be submitted online at https:Hsbcdh.submittable.com/subunit.
The following table outlines each city's total allowable projects, the maximum number of construction projects, and the estimated 15% cap for public services. Cities with smaller allocations under $100,000 (Big Bear Lake, Grand Terrace, and Needles) may fund up to three projects, including public services and construction activities.
