BACKGROUND/DISCUSSION:

The Adopted FY26 Capital Improvement Program (CIP) includes several projects funded by the Community Development Block Grant (CDBG) Program. The CDBG Program provides funding for pedestrian and transit -related improvements, such as sidewalks, ADA curb ramps, and bus stop upgrades. It also funds enhancements to public facilities and buildings. In 2024, staff recommended and Council approved, the submission of an application seeking CDBG Program funding to replace the flooring and carpet at the Scherer Community Center (Center). The Center's flooring was over 20 years old, with significant wear from heavy use, including cracked tiles and torn carpet. The City's request for $80,000 in CDBG Program funding was subsequently approved.

The Replacement and Installation of Carpet and Flooring at the Scherer Community Center - Project No. 11228 (CDBG Project No. YUCA-24-1-03A/0286) (Project) involved removing and replacing 02/23/2026 City Council Agenda

flooring and carpet throughout the Center. The scope of work included, but was not limited to, removing and replacing Luxury Vinyl Tile (LVT) and carpet, cleaning and preparing subfloors, placing new rubber cove base, installing and finishing new LVT and carpet, and disposing of existing flooring materials. The Project also included material testing of the existing flooring prior to the installation of the new flooring to identify the presence of potentially hazardous materials. The test results were provided in an asbestos survey report (Report) to City staff, which identified the presence of asbestos underneath the existing flooring in the tile adhesive. The Report was helpful to identify the manner in which the new flooring installation could be accomplished by not disturbing the existing flooring materials.

After going through the public competitive bid process, on December 8, 2025, the City Council awarded a contract to Del Mar Floor Covering, Inc. in the amount of $55,000 to complete the Project.

The City Council also approved a contract contingency amount of $13,000, for a Project contract total of $68,000. Inspections were performed during the work and upon completion to ensure that the work was completed in accordance with the contract specifications.

The contract work has been completed for a total Project cost of $68,000, which totals the authorized construction contract and contingency amount for the Project. All expenditures are eligible for reimbursement through the CDBG Program.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact.
