Dear council, I hope this letter finds you well.

My name is Kelly and I am writing you this letter in regards to a serious matter that I feel has not been addressed in a timely matter. I called back in January in regards to a situation of dog hoarding over on I St. and the owner's name is Gail Trajillo, whom I'm sure you have heard a lot about.

Gail has at least 30 dogs that are pitbull and cane Corso mixed and some are just pitbull's and they are continuously getting out and they have killed neighbors chickens and their cats and nothing is being done. I don't have a problem if someone who wants to have a lot of dogs my problem is the way in which these poor dogs are being taken care of.These dogs are inbred first off, which is not a good thing and none of the dogs are licensed nor do they have their shots, so unfortunately several have died due to Pavo and this is because Gail won't pay to take the dogs to the vet to have them cared for properly. Pavo is not what it used to be where you had to leave your dog for a week at the vet in the hopes that they will survive. There are a lot of new medication's out there that if you take your dog right away, it is very curable and the dog will survive. Gail would know this if she would just take the dogs to the vet once in a while.

My other issue was that back in January I called the city, code enforcement in regards to the situation because the dogs were killing one another and nothing was done about it. These dogs are food aggressive, and most of them are not nice which makes the situation even more sca ry.

I received a phone call one night on January 20, 2026, where a neighbor was extremely upset due to the fact that one of the dogs that I called about ealier that month that was being attacked again by 7 to 8 of the other dogs so I went down there to see what I could do. When I arrived you could hear the dogs attacking the one dog. I even have video from a neighbor who watched and tried to yell to break up the fight. I did speak with a gentleman who lives there and told him I wanted the dog so I could take it to the emergency vet to see about getting help which he told me at the time there wasn't a dog that was attacked but we told him that the dog was out there and the neighbor saw it. I did stay and almost 2 hours waiting and later, Gail came walking down the street after being out looking for one of her dogs that had gotten out again and I told Gail that I wanted the dog and if she didn't hand it over I was going to call the police. She and the gentleman went in the backyard and eventually came out with the dog that was attacked in a wagon, and she turned it over to me. The dog was very bloody and not moving so I took it to the emergency hospital in Redlands where later I unfortunately, had to have him euthanized due to his injuries.

The vet said he might have had a chance but because of his previous injuries that weren't tended to he more than likely had sepsis, and it was pretty bad. The dog was in shock I was told. If I had even had a 50-50 shot of keeping him alive I would have, but unfortunately, she said his wounds were pretty bad. I made a promise to this Dog, who I later named Hero that night because I decided to have him cremated, that I would continue to fight for him and for all the other dogs at Gail's that were being attacked.

One of the disturbing things is that I've been told that these other dogs that have been attacked and died are being burned in a fire pit in her backyard, which is absolutely horrifying Another issue is the deplorable living conditions in which these poor dogs Iive. There is dog feces and urine throughout the home and just the filth alone is indescribable.

People who live around there are afraid to go to the park because they fear one of the aggressive dogs will get out and hurt someone like a child. The people at the softball games are always on high alert watching to be sure none of the aggressive dogs get out and come across the street and hurt one of the kids. This is very scary and concerning to me, it is a very serious problem because if someone gets hurt and decides to sue the city I for one will be the first person to say I told code enforcement several times and nothing was done. I'm not trying to cause problems, I just want the issue taken care of before any more dogs have to die again and before a child or anyone else gets hurt.

Most of Gail's dogs are very aggressive and I'm sure it has to do with all the inbreeding I have seen several posts online of people complaining and saying they are concerned about the situation and there is nothing being done. I do understand there are many things in the city that need to be handled by code enforcement, but in my opinion, this should be a priority.

I also want to mention that the pictures that I am attaching to this letter came from one of the homeowners themselves so in my opinion, there should be something that can be done. It's not like I went on the property and took them myself this is someone who handed them over to me because they just can't continue to live that way and they can't stand watching another dog die because Gail won't stop breeding these dogs.

Also, there are several new litters of puppies that are there. Some have already passed from Pavo. I would like to know where these puppies have been put since their passing.

Please, if you are shorthanded staff, I am willing to apply for a position with code enforcement and I will make this a priority.

Thank you for your understanding and I really hope something will be done now.

I Lisa Prevost Reed
- W Bottom line is that these dogs are becoming a
threat to the neighborhood as they are out
often.

I hope the owners secure the fencing and have
the dogs spayed and neutered.
