SUBJECT: Award of Contract — Yucaipa Community Center Banquet Room Partition Panel Replacement
RECOMMENDATION:
That the City Council:
1. Find that the public interest will not be best served by a formal proposal process, waive the formal solicitation of proposals/qualifications and award the contract to replace the partition panel wall at the Community Center based on the quote submitted by Pacific Sound Control; and
2. Award and authorize the City Manager to execute a contract and the City Manager or his designee to administer the terms of the contract with Pacific Sound Control, of Santa Ana, CA in the amount of $37,368 for the Yucaipa Community Center Banquet Room Partition Panel Replacement Project; or
3. Provide further direction to staff.
BACKGROUND/DISCUSSION:
On October 6, 2025, City staff met with representatives from Pacific Sound Control to seek advice in the repairing or replacing of an existing partition panel wall located in the banquet room at the Yucaipa Community Center. The current partition panel wall is approximately 25 years old and is required to divide the banquet room into two individual rental areas. The wall has exceeded its useful life and has deteriorated to a point where repair is not an option and replacement is required to ensure the facility meets current operational and aesthetic standards. Maintaining the facility's functionality and appearance for community use necessitates this upgrade. Staff is recommending replacing the wall using the existing track and suspension system, thus saving money.
After conducting a review of available vendors, Staff has determined that this product and service is available from only one provider at this time. Staff is recommending Council waive the formal solicitation of proposals/qualifications in accordance with the City of Yucaipa Municipal Code Section 2.24.060 and Ordinance No. 42 and approve the contract with Pacific Sound to replace the partition panel wall at the Yucaipa Community Center banquet room.
FISCAL IMPACT:
The recommendations result in a fiscal impact of $37,368 which is included in the General Fund FY26 Budget.
