SUBJECT: Construction Contract Amendment for Demolition of Residential Structures on City -Owned Properties to Facilitate Construction of Various Capital Improvement Program Projects
RECOMMENDATION:
That the City Council:
1. Approve Construction Contract Amendment No. 1 in the amount of $34,230; and
2. Authorize a budget adjustment in the amount of $4,500 from the General Fund to the Drainage Facility Fund; and
3. Authorize the Director of Finance to make technical budget adjustments to implement the budgetary intent of the City Council's approved action; or
4. Provide further direction to staff.
BACKGROUND/DISCUSSION:
At the July 28, 2025 City Council Meeting, a contract was awarded to ASR Demolition for the Demolition of Residential Structures on City -Owned Properties to Accommodate Construction of Various Capital Improvement Program Projects (Project). The Project includes work for the Avenue E Intersections Improvements Project and the Pendleton Avenue at Oak Glen Creek Low Water Crossing Replacement Bridge Project. The construction contract was awarded in the amount of $134,300, including $13,430 for construction contract contingency for a total authorized construction contract budget in the amount of $147,730.
The Project scope consists of the demolition of various residential structures on three (3) City -owned properties, the removal of an existing wall, relocation of existing utility services, lead -based paint and asbestos abatement, and grading of properties to match adjacent property grades.
The work has been completed for the properties associated with the Avenue E Intersections Improvements Project.
In preparation for demolition of the structure at the Pendleton Avenue property, environmental survey and testing was performed to determine if lead -based paint and/or asbestos containing material were present at the structure. Results of the testing identified lead -based paint and asbestos at quantities exceeding original estimates, thus exceeding the budgeted amount for abatement. The cost associated with the abatement of the hazardous materials exceeds the amount of the construction contract contingency previously authorized by the City Council and is not sufficient to complete the demolition work at the Pendleton Avenue property.
Staff is recommending the City Council approve Construction Contract Amendment No. 1 in the amount of $34,230 to accommodate the removal/abatement of the asbestos and lead based paint, testing and demolition of the structure at the Pendleton Avenue Property.
FISCAL IMPACT:
The fiscal impact would result in a budget adjustment in the amount of $4,500 from the General Fund to the Drainage Facility Fund.
