SUBJECT: Acceptance of Contract Work — FY25/26 Pavement Rehabilitation Program, AC Berm Program, and Patching Program — Project No. 11238 and Offer of Dedication for Public Street Purposes
RECOMMENDATION:
That the City Council:
1) Accept the contract work completed by Matich Corporation in the amount of $2,689,026 for the FY25/26 Pavement Rehabilitation Program, AC Berm Program, and Patching Program — Project No. 11238 (Project); and
2) Authorize the recordation of the Notice of Completion for the Project; and 3) Accept the as -built documents for the Project; and
4) Approve and accept an irrevocable Offer of Dedication for Public Street Purposes from Eagle Yucaipa 55, Limited Partnership on APN: 0318-235-24-0000; or 5) Provide further direction to staff.
BACKGROUND/DISCUSSION:
On April 28, 2025, the City Council approved the FY25/26 Pavement Management Program (PMP), which included the recommended pavement maintenance and street rehabilitation work to be completed with the FY25/26 Pavement Rehabilitation Program, AC Berm Program and Patching Program (Project). The approval and completion of the PMP maintenance work is aimed at repairing, repaving and extending the service life of various public streets maintained by the City in alignment with the adopted 2024 City Council goal to improve road maintenance.
After going through the competitive public bid process, on August 25, 2025, the City Council awarded a contract to Matich Corporation in the amount of $2,695,598 to complete the Project. The City Council
also approved a contract contingency amount of $130,000 for a total budget in the amount of $2,825,598.
Inspections were performed by staff during construction and upon completion to ensure that the work was completed in accordance with the plans and contract specifications. The contract work has been completed for a total cost of $2,689,026, which is $136,572 below the authorized budget for the Project.
A portion of the contract work included the pavement rehabilitation of County Line Road which is within the City of Calimesa. This rehabilitation work was part of the overall County Line Road Corridor Project, a joint project between the City of Yucaipa and City of Calimesa funded by State SB1 Local Partnership Program (LPP) competitive grant funds and managed by the City of Calimesa. The LPP grant funding agreement between both Cities identified the work and funding for the County Line Road Corridor Project and indicates both cities would work together to complete the project which includes the pavement rehabilitation of County Line Road. Staff will continue to work with City of Calimesa staff to determine Calimesa's fair share of costs for the pavement rehabilitation of County Line Road within their jurisdiction. and staff will return to the City Council with a paving agreement for the City Council's consideration.
Offer of Dedication for Streets Purposes
On February 7, 2018, a Land Use Compliance Review (LUCR) for a senior housing project consisting of 96 affordable rental units on a 3.48-acre property located at the northwest corner of County Line Road and 5th Street (APN: 0318-235-24-0000-34272 County Line Road) was conditionally approved by the Planning Commission. As a condition of the LUCR, the applicant is required to dedicate sufficient right-of-way to accommodate construction of the City's County Line Road and 5th Street Roundabout Project. With the completion of the roundabout at this intersection, staff is recommending that the right-of-way dedication be finalized and memorialized. City Council approval is required to accept an Offer of Dedication for Public Street Purposes. This proposed action will satisfy also the condition of approval applied to the development project in the LUCR regarding dedication of public right of way.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.
