Acceptance of Contract Work — Interior Painting of Various City Facilities Project — Project No. 11244
RECOMMENDATION:
That the City Council:
1. Accept the contract work completed by Cosmic Color Painting in the amount of $164,000 for the Interior Painting of Various City Facilities Project — Project No. 11244; and
2. Authorize the recordation of the Notice of Completion for the Interior Painting of Various City Facilities Project — Project No. 11244; or
3. Provide further direction to staff.
BACKGROUND/DISCUSSION:
The Interior Painting of Various City Facilities Project (Project) was initiated to provide the necessary maintenance, aesthetics and upkeep of various public facility buildings. Performing facility maintenance is essential for cost savings, operational efficiency, and extending the useful life of City assets. Routine inspections during the maintenance process helps to identify minor issues like cracks, peeling paint, water stains or other deficiencies before they escalate into major, expensive repairs.
The City facilities/buildings that were included in the Project are as follows:
• Yucaipa City Hall (34272 Yucaipa Boulevard)
• Yucaipa Community Center (34900 Oak Glen Road)
• Scherer Community Center (12202 1" Street)
• Yucaipa Library (12040 51h Street)
0 7"' Street Pool Center (12385 7"' Street)
The contract work for the Project consisted of furnishing all the required labor, materials, equipment, parts, implements and supplies necessary to complete the required cosmetic repairs and painting of the interior walls (trim, molding, etc.) of these City owned and maintained facilities.
After going through the public competitive bid process, on December 8, 2025, the City Council awarded a contract to Cosmic Color Painting for a Project contract total of $164,000. Inspections were performed during the work and upon completion to ensure that the work was completed in accordance with the contract specifications.
The contractor was able to commence work at Yucaipa City Hall and Yucaipa Community Center during the holiday closures to minimize impacts to public services during normal business hours.
Cosmic Color Painting was also able to complete the Scherer Community Center and the Yucaipa Library during scheduled closures to maximize efficiency and limit construction impacts to both staff and residents who utilize those facilities.
Staff inspections were performed during the Project and upon completion to ensure that the work was completed in accordance with the contract specifications. The contract work has been completed for a total Project cost of $164,000, which is within the amount authorized by the City Council for the Project.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.

Pursuant to the provisions of Section 9204 of the Civil Code of the State of California, NOTICE IS HEREBY GIVEN that work on the certain project known as:
INTERIOR PAINTING OF VARIOUS CITY FACILITIES — PROJECT NO. 11244 for the City of Yucaipa was completed and accepted by the City of Yucaipa on the 23rd day of March 2026.
The said work was performed by Cosmic Color Painting of Los Angeles, CA in accordance with the terms of the written agreement dated the 8t" day of December 2025.
