Item No. 4

STAFF REPORT
DATE: March 23, 2026
TO: Honorable Mayor and City CouncJ-/
FROM: Dr. Sean M. Moore, City Manage
PREPARED BY: Fermin Preciado, Director of Development Services/City Engineer Scott Washburn, Deputy Director of Public Worksw,, ,,,„J SUBJECT: Bucket Truck- Authorization to Procure
RECOMMENDATION:

That the City Council:

Find that the public interest will not be best served and the procurement would not be feasible by a formal request for proposals process, waive the formal solicitation of proposals and authorize the City Manager to execute the purchase order for the purchase of one used bucket truck for the Public Works Department in the not -to -exceed amount of $110,000; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

The City's current vehicle and equipment fleet inventory includes many types of vehicles used by various City departments to provide services to the public. The current bucket (boom) truck in the City's fleet has reached the end of its useful service life and requires replacement to maintain operational efficiency and maintenance service delivery standards.

At the February 23, 2026, Council Meeting, staff presented three bucket truck replacement procurement options for the City Council's consideration. After review and discussion about the shared uses and costs, the City Council authorized a $60,000 increase to the budget to supplement the existing $50,000 budget for a total revised budget in the amount of $110,000 to fund the purchase of a used bucket truck.

Staff has contacted multiple vendors in an effort to locate a suitable replacement unit. Due to high demand for this type of specialized equipment, availability is limited and quality units are often sold quickly. Since these units are sold quickly, vendors have been unwilling to respond to a formal request for proposal. In order to act quickly when a suitable used bucket truck becomes available, staff is requesting that the City Council determine that the public interest will not be best served and would

not be feasible by a formal proposal process, waive the formal solicitation of proposals and authorize the City Manager to execute the purchase order for the purchase of a used bucket truck in the amount not to exceed $110,000.

Summarized baseline specifications are included as attachment 1.

FISCAL IMPACT:

The recommendation authorizes the procurement of a budgeted item.
