BACKGROUND/DISCUSSION:

In January 2026, the City of Yucaipa submitted applications to Omnitrans under the Measure I Specialized Transportation Call for Projects (FY 2027/FY 2028) to support the Golden Wheels senior transportation program, including both ongoing operations and service expansion.

On February 20, 2026, Omnitrans issued Letters of Intent to Award to the City of Yucaipa for both the continuing program and the expansion project. These awards were approved by the Omnitrans Board of Directors on March 4, 2026.

The continuing program award provides operating funding for FY 2027 and FY 2028 to support ongoing curb -to -curb transportation services for seniors and individuals with disabilities. The expansion award includes both operating and capital funding to increase service capacity, including the acquisition of an additional vehicle and expanded service delivery.

The Golden Wheels program is funded through a combination of Measure I Specialized Transportation Program grant funds and required local matching funds. The grant funds approximately 87% of total program costs, with the City providing the remaining 13% through General Fund matching funds, consistent with program requirements.

For FY 2027, total program costs of $460,640 are supported by $393,660 in Measure I grant funding and $66,980 in General Fund matching funds.

For FY 2028, total program costs of $324,902 are supported by $268,243 in Measure I grant funding and $56,659 in General Fund matching funds.

These funding allocations will support continued operation and expansion of senior transportation services, ensuring program sustainability and enhanced service delivery to the community.

Matching funds will be incorporated into the FY 2027 and FY 2028 budgets and supported through existing and planned program allocations, including the General Fund.

The funding agreements are presented herewith for City Council consideration. Approval of this item will authorize the execution of the agreements and allow the City to proceed with implementation in accordance with program and grant timelines.

FISCAL IMPACT:

The recommendations authorize the acceptance of the grant, which provides funding of $393,660 in FY 2027 and $268,243 in FY 2028. The recommendations also authorize the use of General Fund resources of $123,639 as a matching requirement for acceptance of the grant.

EXHIBIT A
Project Narrative
The Golden Wheels Senior Transportation Program, including the proposed expansion, directly supports the City's mission by enhancing the quality of life for seniors and disabled adults. The program provides daily transportation, Monday through Friday, enabling seniors to meet basic needs such as grocery shopping, medical appointments, and other personal errands within City limits. In addition, the program offers opportunities for seniors to participate in cultural and recreational activities, including music, art, theater, and other community programs, fostering engagement, independence, and social connection.

The proposed expansion will add (capital purchase) an additional Class C van and cover associated operational costs, including program and staff expenditures. These enhancements will allow Golden Wheels to serve more seniors, expand mobility options, and further advance the City's mission of improving quality of life and access to opportunity for older adults and disabled residents.
