Item No. 12

STAFF REPORT
DATE: April 13, 2026
TO: Honorable Mayor and City Council
i
FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Ana V. Sauseda, Director of General Services/City Clerk 4k' SUBJECT: Discussion Regarding Animal Control Services in the City of Yucaipa RECOMMENDATION:

That the City Council:

1. Discuss the City's contract with the Animal Care and Control Division of the Public Health Department of the County of San Bernardino and direct staff to move forward with the contract extension for one (1) year; or

2. Discuss issuing a Request for Proposals for Animal Care and Control Service; or

3. Provide further direction to staff.

BACKGROUND/DISCUSSION:

Since incorporation, animal care and control services have been provided, within the City of Yucaipa, through a contract with the Animal Care and Control (ACC) Division of the Public Health Department of the County of San Bernardino. These services include the provision of an Animal Control Officer to respond to calls for service seven days per week, a night mechanism for emergency service after normal hours and on holidays, vaccination clinics, dog licensing and renewals, impounding and shelter services for all animals caught at -large and providing for the return of all licensed dogs, whenever possible.

The current agreement for ACC services expires on June 30, 2026, and has the option to extend for one (1) additional year. The contract price for services will increase by 3% from $575,089 in FY26 to $592,342 in FY27.

In accordance with the contract, the City is charged for actual services provided. Since sufficient contingencies exist within the existing contract amount, the annual total cost for providing services is not expected to exceed the total contract amount. Historically, actual costs have remained significantly below the annual contract amount. Based on historical trends, staff is estimating usage at approximately 60% or $375,000, which will be reflected in the FY27 Budget.

In advance of the contract's expiration date, it is recommended that the City Council discuss whether to move forward with the contract extension or direct staff to issue a Request for Proposals for animal care and control services.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact as they are for procurement direction and not spending. Should Council choose to move forward with the contract extension for one (1) year, the agreement with the County will be in an amount not -to -exceed of $592,342 however, the amount included in the FY27 Budget will be $375,000.
