Item No.

TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Ana V. Sauseda, Director of General Services/City Clerk SUBJECT: Discussion of Commissions and Committees
RECOMMENDATION:

That the City Council:

1. Review the Commission/Committees Roster for the City of Yucaipa and discuss the structure of each Commission/Committee and advise the City Clerk of any changes; and

2. That Deputy Mayor Beaver review the attached Citizen Service Applications and nominate one (1) applicant for membership to the Planning Commission; or

3. Provide further direction to staff.

BACKGROUND/DISCUSSION:

On February 23, 2026, this item was introduced to the City Council for discussion. After public comment was received, the City Council requested that this item be continued to allow Councilmember Thorp to be present for the discussion. The original staff report is included as Attachment 1. In addition to requesting a continuation, the Council also asked staff to provide the following additional details pertaining to Commissions/Committees:

The Role of a Commissioner vs. Committee Member
Commissioner — Appointed volunteers which serve on specialized bodies with the authority to make decisions on specific issues. Typically, commissioner duties are outlined in the city's Municipal Code and the California Government Code.

Committee Member — Appointed volunteer that serves in an advisory capacity to the City Council.

Committee's are usually designed to research, discuss, and provide recommendations to the City Council.

History of the Trails and Open Space Committee
The Trails and Open Space Committee was originally established as a subcommittee of the Park and Recreation Commission. At the July 23, 1990 City Council meeting, the Council received a memo (Attachment 2) from the Park and Recreation Commission requesting the formation of the Trails and Open Space subcommittee to fall under the purview of the Park and Recreation Commission. The purpose of the subcommittee was to create a proposal for a recreational trail system and a park and open space plan to be incorporated into the City's General Plan. On September 23, 1991, the subcommittee became an official committee of the City.

STAFF REPORT
DATE: February 23, 2026
TO: Honorable Mayor and City Council
i
FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Ana V. Sauseda, Director of Genera Services/City Clerk 4V,:5 SUBJECT: Discussion of Commissions and Committees
RECOMMENDATION:

That the City Council:

1. Review the Comrnission/Committees Roster for the City of Yucaipa and discuss the structure of each Commission/Committee and advise the City Clerk of any changes; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

Annually, the City Council reviews memberships on the various City Council ad -hoc and standing committees and makes adjustments as necessary. A copy of the current committee roster is included as Attachment 1.

A review of the general rules and procedures for the conduct of Commissions and Committees in the City of Yucaipa will be presented for Council consideration at a future meeting. That presentation will address requests from Councilrnembers to include staggered terms (similar to that of the City Council) and converting the Public Safety Ad -Hoc Corrunittee to a standing committee.

In addition, staff has received questions that pertain to cornmittees with operating budgets as well as questions that relate to scope, purpose, and whether some advisory committees would be better suited as ad -hoc committees or ultimately combined to improve efficiency and effectiveness and reduce redundancy. The City Council is the body authorized to provide direction on those items. 02/23/2026 City Council Agenda

Known Challenges and Context for the City Council's Evaluation Based on the questions and comments received over time, here are some things to consider:

Number of Members on a Committee — City Commissions/Committees/Boards are generally recommended to have an odd number of members. This structure is common practice in order to prevent tie votes and to easily establish a quorum. A few of the committees on the roster have an even number of members.

Budget for Commissions/Committees — Staff have been approached about why certain commmittees have budgets and others don't. Currently, the Trails and Open Space Committee, Youth Advisory Committee, and Planning Commission are the only ones that have budget allocated to them.
0 Roles and Responsibilities — Clearly defined roles and responsibilities (goal) would help the following committees operate more effectively:
➢ Vector Control Committee — This committee met just once in 2025 for the purpose of designating officers. During this meeting, Committee Members were left questioning the purpose of this committee as Vector Control Service are primarily handled by the County of San Bernardino. The Committee was established in 2005 and was changed to an ad -hoc committee in 2012. In early 2016, complaints from the public resurfaced regarding the flies, odors and the stock piling of manure at the chicken ranches. The Council at the time held a study session to address the current poultry ranch manure management ordinance and subsequently approved an updated ordinance requiring the removal of manure every three days. The update to the ordinance also increased inspections at the poultry ranches. Since the new ordinance went into effect, Code Enforcement has done a fantastic job of ensuring compliance. This Committee may be better suited as an ad -hoc committee, which would meet on an as -needed basis.

Mobilehome Park Committee — In early 2023, the Mobilehome Park Committee was created to regularly provide information related to the City's Mobilehome Rent Stabilization Program and to engage in an open exchange of information on matters concerning mobilehome parks in the City of Yucaipa. The intent was really centered on providing information pertaining to the Biennial Review. The Committee is scheduled to meet twice per year but has not met since November- 2024. This Committee might also be better suited as an ad -hoc committee, whereby staff would meet with the stakeholders on an as -needed basis.
y Finance Commmittee — The purpose of this committee as defined in Resolution No. 2025-01 is to review the financial matters involving the City. With the creation of the Payments & Contracts Ad -Hoc Committee for additional oversight, it would be helpful to clearly define what Council would like the role of the Finance Committee to be and consider dissolving the Ad -Hoc Committee.
02/23/2026 City Council Agenda

Public Safety Committee — This committee was previously an Ad -Hoc Committee.

The Council will need to establish the role of this committee so staff can ensure that it complies with the Brown Act.

Overlap of Commission/Cornmittee Duties — In 1990, Chapter 2.12 of the Yucaipa Municipal Code established the Park and Recreation Cormnission for the City of Yucaipa. The Cormnission shall recommend policies and procedures to the City Council for the operation, use and management of all recreation activities, facilities, parks, parkways, open space and trails; and making recornmendations to the city council on existing policies and procedures as outlined in Section 2.12.060(A). Staff have received questions about the Trails and Open Space Committee and whether there should be a separate committee as those duties fall under the purview of the Park and Recreation Cormnission.

In preparation for the upcoming review, staff recommends that the City Council evaluate each commission and committee and consider potential changes such as dissolving or redefining those with minimal activity, adjusting membership levels, consolidating those with similar scopes, eliminating/establishing operating budgets, clarifying roles and responsibilities, and reviewing Council representatives on committees. Resolution No. 2025-01 with the list of all Committees in the City of Yucaipa and their goal, is included for reference as Attachment 2.

Section 6. The Member may respond to the City Clerk and provide a reasonable explanation for the absences, allowing the Member to continue serving unless there is a subsequent absence.

However, if the Member either does not respond to the City Clerk's letter with an explanation of the absences, does not resign, or incurs an additional absence during the twelve (12) month period (whether excused or not), the Member will be deemed to have resigned. The City Manager shall issue a letter to the Member notifying them that they are in violation of this policy, have yet to respond to the inquiry, or have exceeded the number of absences allowed under this policy and, therefore, have resigned their position. Upon issuance of the letter, the appointment shall be deemed vacant.
