STAFF REPORT
DATE: May 11, 2026
Item No.

TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager ,!
PREPARED BY: Fermin Preciado, Director of Development Services/City Engineer Landon Kern, Assistant City Engineer I
Crystal Campbell, Associate Engineer cc
SUBJECT: Reject All Bids — 5th Street Phase II Wall Construction Project — Project No. 10903
RECOMMENDATION:

That the City Council:
1) Reject all bids for the 5`11 Street Phase II Wall Construction Project — Project No. 10903; and
2) Direct staff to evaluate construction alternatives, and return to the City Council with associated recommendations; or
3) Provide further direction to staff.

BACKGROUND/DISCUSSION:

The 5th Street Phase II Wall Construction Project — Project No. 10903 (Project) includes the construction of retaining walls and related improvements designed to accommodate the street widening project along the property frontage of 12345 5th Street. This Project is a part of the overall Avenue E Intersections Improvements Project that includes the roundabout intersection of Avenue E at 5`h Street and widening of 5th Street to four lanes between Yucaipa Blvd and Avenue E. All proposed Project improvements are consistent with the City's General Plan Transportation Element. This Project also allows for the required utility relocations to occur that are currently in conflict with the proposed intersection improvements at Avenue E and 5th Street.

The Project was first advertised for construction bids in August of 2025. The three (3) bids received significantly exceeded the Engineer's estimate for the work. On October 27th, 2025, the City Council rejected all bids for the Project and directed staff to re -advertise the Project for construction bids with revisions that clarified the scope of work and construction schedule requirements.

In accordance with the City Council's recommendations, the Project was publicly advertised for construction bids on October 281h, 2025. On December 2, 2025, five (5) sealed bids were received.

One bid was deemed non -responsive, and of the remaining four responsive bids, the amounts proposed for the work ranged between $669,000 and $1,167,000. These bid amounts are significantly higher than the Engineer's estimate of $290,000.

Due to construction bids continuing to be significantly higher than the Engineer's estimate for the Project, staff is recommending that the City Council reject all bids. Staff is also recommending that the City Council direct staff to evaluate all potential options that will allow the street improvements to be constructed along 12345 51" Street as a part of the overall Avenue E Intersections Improvements Project, and to return at a later date to present the City Council with options available to complete the Project.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact.
