TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager l,
PREPARED BY: Fermin Preciado, Director of Development ervices/City Engineer Todd Gutjahr, Public Works Analyst A
SUBJECT: Letters of Support for San Bernardino County Transportation Authority Grant Applications
RECOMMENDATION:

That the City Council:

1. Approve and authorize the Mayor to execute letters of support for the San Bernardino County Transportation Authority's (SBCTA) two (2) grant applications for the Student Safe360 project; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

SBCTA is currently preparing applications for two (2) grant funding programs for their Student Safe360 project and would like to secure letters of support from the City of Yucaipa and other cities in San Bernardino County to demonstrate support to the California Transportation Commission (Active Transportation Program grant) and U.S. Department of Transportation (Safe Streets and Roads for All grant) for this important project.

Student Safe360 is a countywide Active Transportation Safety and Education initiative led by SBCTA to improve how students safely walk, bicycle, and access transit. The program includes traffic garden demonstration sites, K-12 multimodal safety curriculum, micromobility guidance, and educator training.

The project prioritizes disadvantaged communities and uses low-cost, adaptable materials. Through evaluation, stakeholder engagement, and a train -the -trainer model, it supports a sustainable, countywide system for transportation safety education.

FISCAL IMPACT:

The recommendation does not result in a fiscal impact.

Re: Letter of Support for SBCTA's Safe Streets and Roads for All Application Dear Secretary Duffy,
On behalf of the City of Yucaipa, I am pleased to express strong support for the San Bernardino County Transportation Authority's (SBCTA) application to the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) program for the Student Safe360 project.

Traffic safety remains a critical issue in communities across San Bernardino County, particularly for students and other vulnerable road users. The Student Safe360 project takes a proactive and comprehensive approach to improving safety by focusing on education, awareness, and behavior change strategies that complement infrastructure investments and broader safety initiatives.

SBCTA has demonstrated a strong commitment to advancing roadway safety and reducing serious injuries and fatalities throughout the region. This project builds on that commitment by equipping students, families, and school communities with the tools and knowledge needed to make safer travel decisions and contribute to a culture of safety.

For these reasons, I respectfully urge the U.S. Department of Transportation to fund this important proj ect.

Thank you for your consideration.

Sincerely,
