STAFF REPORT
DATE: May 11, 2026
TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Ana V. Sauseda, Director of Genera Services/City Clerk SUBJECT: FY 26/27 Animal Care and Control Contract
RECOMMENDATION:

That the City Council:

1. Authorize the City Manager to execute Amendment No. 2 to the agreement with the County of San Bernardino for the provision of animal care and control services in an amount not to exceed $575,089; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

Since incorporation, animal care and control services have been provided, within the City of Yucaipa, through a contract with the Animal Care and Control (ACC) Division of the Public Health Department of the County of San Bernardino. These services include the provision of an Animal Control Officer to respond to calls for service seven days per week, and night mechanism for emergency service after normal hours and on holidays, vaccination clinics, dog licensing and renewals, impounding and shelter services for all animals caught at -large and providing for the return of all licensed dogs, whenever possible.

The current agreement for ACC services expires on June 30, 2026. The cost for services provided in the proposed agreement for FY 26/27 will increase from $575,089 in FY 25/26 to the proposed $592,342 for FY 26/27.

The City pays for actual utilization of services and actual costs to provide those services. Since sufficient contingencies exist within the existing contract amount, the annual total cost for providing services is not expected to exceed the total contract amount. Historically, actual costs have remained significantly below the annual contract amount. Based on historical trends, staff is estimating usage at approximately 60% or $375,000, which will be reflected in the FY 26/27 budget. The compensation

to be paid to the County for these services, as provided herein, shall be in full payment for all County's related services and expenses incurred in the performance hereof, including travel and per diem costs.

FISCAL IMPACT:

The fiscal impact associated with this recommendation in the amount of $375,000 is included in the proposed FY 26/27 Budget.
