STAFF REPORT
TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Grant Malinowski, Fire Chief
SUBJECT: Command Vehicle Build BC-516

RECOMMENDATION -
That the City Council:

Find that competitive procurement procedures for the Battalion Chief Vehicle BC-516 communications and command equipment installation may be dispensed with per the Yucaipa Municipal Code Section 2.24.060 paragraph A, since the procurement involves specialized public safety vehicle upfitting requiring standardization and compatibility with existing City command vehicles and communications systems, available competition is inadequate or unavailable within the operational timeframe required, and compliance with formal competitive procurement procedures for this procurement would be impracticable, uneconomical, and not in the public interest; and

2. Approve a sole source/standardization procurement with Johnson Equipment for the completion of the Battalion Chief Vehicle BC-516 communications equipment installation and command vehicle upfitting in an amount not to exceed $63,171; and

3. Ratify prior administrative direction authorizing Johnson Equipment to commence preliminary work necessary to preserve the build schedule and avoid further delay in placing BC-516 into emergency response service; and

4. Authorize the City Manager, or his designee, to execute the purchase order, agreement, and any other documents necessary to complete the procurement, subject to approval as to form by the City Attorney and compliance with applicable insurance and risk management requirements; or

5. Provide further direction to staff.

BACKGP 1tOUND/DISCUSSION:

This vehicle will provide the necessary command platform for the newly added Battalion Chief position, supporting daily operations, emergency incident response, and citywide incident command functions. The emergency response vehicle will be equipped with Bendix King and Motorola mobile radio systems, integrated GPS, and remote -control communication capabilities to ensure full interoperability with regional public safety partners. These upgrades enhance responder safety, operational efficiency, and incident management capabilities during emergency incidents and large-scale events.

Sole Source Justification:

The installation of specialized public -safety communications and response equipment requires a vendor with demonstrated experience in fully integrated command -vehicle builds. Only a limited number of companies in Southern California provide complete, end -to -end public -safety vehicle upfitting at the level required for Battalion Chief vehicle operations. of the available vendors: 911 Vehicle did not respond to multiple voicemail inquiries requesting a build time or a formal quote, leaving them unable to meet operational timelines. Other regional vendors offering partial or very extended -lead-time builds were unable to provide an acceptable delivery schedule or lacked the capability to complete a full, interoperable command -vehicle package. These companies provided verbal responses and non -written follow up correspondence.

Johnson Equipment is the only vendor able to provide a complete, timely, and fully integrated installation that meets the City's operational requirements, Utilizing Johnson Equipment also ensures standardization across the fleet matching our current command vehicles, allowing City fleet staff to maintain consistent repair practices, parts compatibility, and troubleshooting procedures. This interoperability standardization is critical for maintaining reliability during emergency operations and ensuring uninterrupted command -level communications. Total cost of the purchase order was approved by the council in FY26 budget allocations. Purchase order amount exceeds purchasing threshold, requiring City Council approval.

FISCAL IMPACT:

This action will approve the procurement in the amount of $63,171, which was allocated in the FY26 FD budget.
