Acceptance of Contract Work Phase II-B Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street Project, — Project No. 10959-2 RECOMMENDATION:
That the City Council:
1) Accept the contract work completed by Three Peaks Corp, in the amount of $1,031,875 for the Yucaipa Boulevard ADA Improvements 2nd Street to 5th Street Project (Project), — Project No. 10959-2; and
2) Authorize the recordation of the Notice of Completion for the Project; and 3) Accept the as -built documents for the Project; or
4) Provide further direction to staff,
BACKGROUNDIDISCUSSION:
The Project consists of constructing curb, gutter, sidewalk, ADA curb ramps, bike lanes, drainage improvements, parkway planters, and associated street improvements between 3rd Street and 4th Street on both sides of the street.
The construction of Phase I between 4th Street and 5th Street was completed in August of 2016, with the completion of Phase II -A between 2nd Street and 3rd Street following in October of 2019. The Project joins with the street improvements completed in 2011 as part of the Uptown Streetscape Project, With the completion of the Project, the pedestrian and street improvements on Yucaipa Boulevard are now completed from 5th Street, to just west of the Bryant Street intersection.
After completing the competitive public bid process, on November 10, 2025, the City Council awarded a contract to Three Peaks Corp. of Calimesa, CA to complete the Project in the amount of $986,610.
The award included the authorization of $200,000 for construction contract contingency, resulting in a total authorized construction contract budget in the amount of $1,186,610.

Staff inspections were performed during construction and upon completion to ensure that the work was completed in accordance with the plans and contract specifications. The contract work has been completed for a total cost of $1,031,875, which is $154,735 under the authorized construction contract budget for the Project.
The completed ADA and pedestrian sidewalk improvements are consistent with the City Council's 2026 goal 94 to enhance community engagement and maintain a high -quality, "Small-town" feel, and goal ##7 to ensure public infrastructure keeps up with the needs of businesses in the community.
Upon acceptance of the contract work for the Project by the City Council, and consistent with the City of Yucaipa Municipal Code, the maintenance of the parkway planters will become the responsibility of the individual property owners. It will then be the property owners' responsibility to design, construct and maintain the landscaping or other improvements within the public right of way along their property frontage in accordance with chapter 12.08 of the City's municipal code.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.
