BACKGROUND/DISCUSSION:

The following represents a brief summary of the development of the Wildwood Canyon Road and Interstate 10 Freeway Interchange Project (Project):

The Freeway Corridor Specific Plan (FCSP) was adopted in 2008, and included the Project as a key transportation infrastructure element. The County of San Bernardino's "Yucaipa Valley General Plan" also identified the need for this interchange as early as 1965. • In 2016, the Project was adopted into SBCTA's "SBCTA Valley freeway Interchange 06/08/2026 City Council Agenda 283

Phasing Program."
+ The initial phase of the Project development was the Project Study Report (PSR) completed in 2021, The City's project team was led by HDR Engineering, Inc., and was completed through coordination with City staff, SBCTA and Caltrans.

As a result of the PSR phase, three 3 interchange alternatives were recommended to be studied further. Since the Project will be a new connection to the 1-10 Freeway, Federal Highway Administration (FHWA) approval was required in this Phase, resulting in FHWA's "Finding of Acceptability" which is a required step in the approval process for new interchanges.

Completion of the PSR phase allowed the Project to move into the next required Caltrans Phase the Project Approval and Environmental Document (PA/ED). The PANED phase began in the summer of2020, through the approval of new professional services agreement with HDR and an updated funding agreement with SBCTA.

Several approved funding agreements with SBCTA have identified their total funding contribution toward the Project in the amount of $1.5 million for the PSR and PANED phases.

Since the Project was adopted into SBCTA's 'Valley Freeway Interchange Program with a maximum total cost in the amount of $10 million, SBCTA's total contribution is currently limited to a maximum of $5 million.

Other funding sources for the PSR and PANED phases have included Development Impact Fees (DIF), Measure I funds, and SB 1 funds, Additionally, the City has secured $4 million in Community Project Funding Congressional Directed (CPFCD) funding through support from Congressman Obernolte's office, and anticipates additional CPFCD funding through the City's most recent funding application currently under review.

The Project will provide additional freeway access to Yucaipa residents and to the Freeway Corridor Specific Plan area as well as providing operational benefits to the mainline freeway by improving travel times and decreasing congestion. The PANED phase has further analyzed the recommendations provided in the PSR, and identified the following interchange design alternatives for further consideration:
,Alternative 2 , Diamond Interchange Overcrossing with a perpendicular bridge crossing Alternative 3 — Diamond Interchange Overcrossing with a skewed bridge crossing Alternative 4 -- Diverging Diamond Interchange (DDI) Overcrossing Schematic drawings of the alternatives are attached for reference, The scope of work provided by HDR to complete the PA/ED phase has included the preparation of numerous engineering analysis and studies, traffic modeling studies, drainage analyses, and environmental review studies. The information from this analysis has been incorporated into a Draft Project Report (DPR) and Draft Environmental Document (DED), which are currently being reviewed by Caltrans. Once the Caltrans review process is complete, the DPR and DED are then required to be circulated to the public as a part of a 45 day public review process. This provides an opportunity for public comments to be submitted for consideration in the final versions of the DPR and DED. 06/08/2026 City Council Agenda 284

In January of 2026, Caltrans updated requirements related to the construction air quality analysis efforts, requiring a new methodology be used to supplement studies already completed for Project.

In order to complete this additional work, HDR provided a cost proposal in the amount of $29,024 for the City's consideration. City staff is recommending approval of the proposed contract amendment No. 2, in order to allow HDR to complete the required analysis, and move forward toward completion of the PALED phase. Due to an estimated decrease in the costs for project management and contract administration, the proposed recommendations to not result in a change to the total approved project cost.

FISCAL IMPACT;
The recommendations only reallocate pre-existing project budget, and do not require any increase to the total project budget.
