BACKGROUND/DISCUSSION:

Over the last 20 years, the City has completed several renovations at the Scherer Community Center and Nutrition Center facilities including painting, kitchen and Americans with Disabilities Act (ADA) upgrades, storage upgrades, plumbing upgrades, HVAC replacement, electrical system upgrades, the replacement of windows and doors (2006), parking lot improvements (2008), woad floor replacement in the Scherer Community Center (2017), replacement of the Nutrition Center 06/08/2026 City Council Agenda 293

kitchen flooring and commercial water heater (2020), roof replacement (2024), and flooring replacement (2026).

The approved FY26 Capital Improvement Program (CIP) includes multiple projects funded through the Community Development Block Grant (CDBG Program). The CDBG Program provides funding for pedestrian and transit related improvements such as sidewalks, ADA curb ramps, and bus stop improvements. The CDBG Program also funds improvements to public facilities and public buildings. In 2024, staff recommended, and Council approved, the submittal of an application requesting CDBG Program funding for facility and building approvements to the Scherer Community Center (Center). The current partition walls in the Center are over 20 years old and are showing wear due to heavy use, including non-functioning locking mechanisms. The City's application requesting the amount of $200,000 in CDBG Program funding was subsequently approved.

The contract specifications to replace the partition walls were prepared by staff and advertised for construction bids in March of 2026. On April 16, 2026, one (1) sealed bid was received and opened as follows:

Bidder
Bid Amount
CE Pick Up Company/Pacific Sound Control of Santa Ana, CA $69,867
Engineers Estimate
$63,000
CE Pick Up Company/Pacific Sound Control (PSC) is the apparent lowest responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. The contractor has confirmed their ability to complete the work with minimal impact to the public during normal business hours. PSC has completed similar projects in the past for the City of Yucaipa, as well as other municipalities and as part of the reference check process, their work has been deemed satisfactory. As a result, staff recommends that City Council award the contract to PSC in the amount of $69,867.

FISCAL IMPACT:

The recommendations result in total expenditures in the amount of $88,867 which is included in the adopted FY26 Capital Improvement Program Budget.
