STAFF REPORT
June 8, 2026
TO: Honorable Mayor and City Council ,,/
FROM: Dr. Sean M. Moore, City Manager / "
PREPARED BY: Trevor Benson, Public Safety Manager
SUBJECT: Sheriff's Schedule for A Contract Amendment No. 43 RECOMMENDATION:

That the City Council:

Item No. 17

1. Authorize the Mayor to execute an amendment to the Law Enforcement Services Contract between the City of Yucaipa and the San Bernardino County Sheriff's Department for a total annual service contract amount not -to -exceed $16,163,535, less the annual personnel credit in the amount of $600,450, for a total net contract amount not -to -exceed $15,563,085 for Fiscal Year 2026/27; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

The City of Yucaipa contracts with the San Bernardino County Sheriff's Department for comprehensive law enforcement services under the County's Schedule -A contract program. The contract provides patrol services, investigations, traffic enforcement, school resource support, administration, crime prevention, and related public safety services for the community.

On April 30, 2025, the City Council approved the annual Schedule A contract for law enforcement services in an amount not -to -exceed $13,870,394, less annual personnel credits of $649,851, for a total net contract amount of $13,220,543 for FY 2025/26.

Subsequently, on October 4, 2025, the San Bernardino County Board of Supervisors approved a Memorandum of Understanding (MOU) between San Bernardino County and the Sheriff's Employees' Benefit Association (SEBA). The negotiated agreement addressed wages, benefits, recruitment incentives, retention incentives, and other employment conditions for employees within the Safety Unit and Safety Management and Supervisory Unit. The MOU was intended to assist the Sheriff s Department in addressing ongoing staffmg shortages and improving competitiveness with neighboring law enforcement agencies throughout Southern California.

As a result of the negotiated MOU, the City's contract amount increased to $14,738,706, less annual personnel credits of $592,284, for a revised net contract amount not -to -exceed $14,146,422. No staffing reductions or changes to service levels were included as part of that amendment.

The current proposed FY 2026/27 amendment further adjusts the contract amount to a total annual service contract not -to -exceed $16,163,535, less annual personnel credits in the amount of $600,450, for a total net contract amount not -to -exceed $15,563,085.

The proposed amendment includes an increase of one full-time Deputy Sheriff as part of the city's commitment for increased traffic enforcement. Increasing staffing levels remains a priority to ensure continued public safety services, proactive policing efforts, emergency response capabilities, traffic enforcement, and community engagement programs.

However, the cost increase also reflect continued growth in personnel -related expenditures, including salary adjustments, retirement obligations, healthcare costs, workers compensation exposure, equipment replacement costs, technology improvements, training requirements, and operational support expenses necessary to maintain adequate law enforcement staffing and service delivery levels.

Additionally, law enforcement agencies throughout California continue to experience increasing liability exposure and rising legal defense costs associated with litigation involving public safety operations. The growing number and complexity of lawsuits filed against law enforcement agencies, combined with increasing settlement values and insurance -related costs, have placed additional financial pressure on municipal and county law enforcement budgets statewide.

Many local governments and public safety agencies have expressed concerns regarding the limited availability of meaningful tort reform measures in California, particularly as it relates to public agency liability protections, litigation costs, and claims exposure. These ongoing legal and regulatory challenges continue to contribute to increasing operational costs for law enforcement service providers and contract cities.

FISCAL IMPACT:

Approval of the proposed amendment will result in a FY 2026/27 net contract amount not -to -exceed $15,563,085 within the Public Safety Fund.
