CITY oi:
1 AGENDA REPORT
DATE: June 8, 2026
TO: Honorable Mayor and City Counc'
FROM: Dr. Sean Moore, City Manager, ,/
SUBJECT: Oppose Senate Bill 1414 ( loise Reyes)
Redistricting Commission
RECOMMENDATION:

That the City Council:

Item No. 18
— County of San Bernardino Citizens

1. Authorize the Mayor to sign and submit the attached opposition letter for Senate Bill 1414; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

In November 2020, San Bernardino County voters approved Measure J to establish the county's advisory redistricting commission. The 2021 redistricting cycle included 16 public meetings across 14 locations. The process met transparency standards and led to maps that reflected community input. No legal challenges occurred.

Senate Bill 1414 introduces a state -mandated redistricting structure that overrides this voter - approved system. The bill targets San Bernardino County. This focus raises constitutional questions regarding special legislation under Article IV, Section 16 of the California Constitution.

The bill creates an unfunded mandate exceeding $2 million without guaranteed state reimbursement.

This financial burden threatens county resources and regional services that partner cities depend on, such as public safety coordination, infrastructure projects, and economic development.

The San Bernardino County Board of Supervisors opposes SB 1414. A coalition includes the cities of Fontana, Ontario, and Upland, as well as labor organizations like the Teamsters, LIUNA, and the Sheriffs Employee's Benefit Association (SEBA).

Approval of this item aligns Yucaipa with regional partners to protect local control and prevent state intervention in local governance.

FISCAL IMPACT:

The recommendations do not result in a fiscal impact.

CITY OF

The Honorable Juan Carrillo, Chair
Assembly Local Government Committee
1020 N Street, Room 517

RE: SB 1414 (Reyes) — County of San Bernardino Citizens Redistricting Commission — As Amended April 8, 2026 — OPPOSE
Dear Assemblymember Carrillo and Members of the Committee:

On behalf of the City of Yucaipa, I am writing to oppose Senate Bill (SB) 1414 (Reyes).

SB 1414 imposes a state -mandated redistricting structure on San Bernardino County. This bill replaces a voter -approved framework that demonstrated transparency, public engagement, and effective outcomes.

Overriding this local system creates uncertainty for cities that rely on stable and predictable county governance and coordinated regional decision -making.

The bill raises significant local control concerns. SB 1414 limits San Bernardino County's ability to establish governance structures that reflect regional needs and voter intent. It introduces vague, subjective requirements for funding, outreach, and commissioner qualifications. These provisions increase the risk of disputes, administrative inefficiencies, and legal challenges. They set a troubling precedent for state intervention into local governance, affecting charter counties and their partner cities. Disruptions or delays in the redistricting process affect coordination across jurisdictions that depend on clear and precise district boundaries.

SB 1414 creates significant fiscal pressures by establishing an unfunded mandate exceeding $2 million, with no guarantee of state reimbursement. At a time when local governments face budget constraints, these costs strain county resources and impact regional services that cities depend on, including public safety coordination, infrastructure, and economic development.

For these reasons, we urge a "No" vote on SB 1414.

Sincerely,
Chris Venable, Mayor
