Itcm No. 8
STAFF REPORT
DATE: June 22, 2026
TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager -,
PREPARED BY: Fermin Preciado, Director of Development Services/City Engineer Scott Washburn, Deputy Director of Public Works
SUBJECT: Community Center Playground Enhancements
RECOMMENDATION:
That the City Council:
Find that the public interest will not be best served and the procurement would not be feasible by a formal request for proposals process, waive the formal solicitation of proposals and authorize the City Manager to execute a contract for the acquisition of additional playground equipment for Yucaipa Community Parr from Miracle Playground Co. in the amount of $152,531.01; and
2. Authorize a budget adjustment to decrease the FY26 general fund expenditure budget in the Parks Maintenance division by $153,000 and subsequently increase the FY27 expenditure budget in the same, also by $153,000, to carry forward the related budget into the next fiscal year due to procurement lead times; or
3. Provide further direction to staff.
BACKGROUND/DISCUSSION:
On September 20, 2022, the City Council approved the purchase of playground equipment for two playgrounds at Yucaipa Community Park from Miracle Playground Co. The equipment was subsequently installed in February of2024. Following installation, staff determined that the overall layout and areas of the two playgrounds could accommodate additional playground equipment, specifically for younger children. As a result, staff recommends adding additional playground enhancements to better complement the existing playground equipment and improve the overall recreational experience for park users.
Staff is requesting authorization to purchase additional playground equipment from Miracle Playground Co. utilizing the Sourcewell cooperative purchasing agreement. Sourcewell provides 06/22/2026 City Council Agenda 117
cooperative purchasing solutions that assist government and educational agencies by offering competitively solicited contracts and/or equipment through a qualified competitive public bidding process. The City may utilize cooperative purchasing agreements pursuant to the City's Purchasing Policies and Procedures, Section 6 — Cooperative Purchases, for the procurement of goods and services.
The estimated lead time for procurement and delivery of the equipment is approximately six to eight weeks.
FISCAL IMPACT:
Staff is requesting that $153,000 from the approved FY26 Parks Maintenance Division Budget be carried forward to FY27 to complete the purchase and installation of the additional playground equipment. No additional General Fund appropriation is requested.
The recommendation authorizes the procurement of a budgeted item.
