DATE: June 22, 2026
TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore City Manager
g
PREPARED BY: Grant Malinowski, Fire Chief
SUBJECT: FY26 Budget Adjustment — Fire Department
RECOMMENDATION:

That the City Council;

1. Authorize a budget adjustment in the amount of $50,000 decrease to the Fire Professional Services account and a $50,000 increase to the Fire Apparatus Maintenance account within the FY26 Fire Department budget; and

2. Approve an increase of $50,000 to the Fire Apparatus Solutions purchase order for fire apparatus maintenance and repair services, for a revised not -to -exceed amount of $300,000; and

3. Authorize the City Manager, or designee, to execute any documents necessary to implement the approved budget transfer and purchase order increase; or

4. Provide further direction to staff
BACK.G ROUND/DISCUSSION:

The majority of the Yucaipa Fire Department (YFD) fire engine fleet has exceeded their expected frontline and reserve lifespans but remain in service. As a result, repair needs have significantly increased in volume coupled with the industry trend of increasing repair costs, Combined with the increased operational demand due to rising call volumes and unit hour utilization, the equipment maintenance budget has been depleted more quickly than anticipated. Accordingly, staff recommend an increase of $50,000 to the maintenance budget to adequately fund engine repairs keeping them in service for the remainder of the fiscal year. There are sufficient funds within the FY26 YFD budget for all staff recommendations.

FISCAL IMPACT:

The recommended actions do not increase the total FY 2025-26 Fire Department budget and do not require additional General Fund appropriations. The actions reallocate $50,000 in existing Fire Department appropriations from Fire Professional Services to Fire Apparatus Maintenance and increase the related vendor purchase order authority by the same amount. 06/22/2026 City Council Agenda 138
