SUBJECT: Construction Contract Amendment No. 2 — Highway Safety Improvement Grant Program Citywide Traffic Signal Head Safety Upgrades Project —Project No. 11239 - HSIPL-5457 (031)
RECOMMENDATION:

That the City Council:

1. Approve and authorize the City Manager or his designee to execute Amendment No. 2 to the Construction Contract with Select Electric, Inc. for the Highway Safety Improvement Grant Program Citywide Traffic Signal Head Safety Upgrades Project — Project No. 11239 - HSIPL- 5457 (031) in the amount of $24,735; and

2. Approve the additional amount of $2,000 for construction contract contingency and an additional amount of $1,000 for construction contract administration, staff time, and inspection costs for a revised construction budget in the not to exceed amount of $194,965; or

3. Provide further direction to staff.

BACKGROUND/DISCUSSION:

On January 12, 2026, the City Council awarded a construction contract in the amount of $128,230 to Select Electric, Inc. (Select) for the Highway Safety Improvement Grant Program (HSIP) Citywide Traffic Signal Head Safety Upgrades Project (Project No. 11239 - HSIPL-5457 (031)).

The contract includes upgrading traffic signal backplates at signalized intersections, including the installation of retro-reflective yellow tape. These enhancements are designed to improve the visibility of signalized intersections and increasing safety. The City Council also approved $32,000 for construction contract contingency and $7,000 for construction contract administration, staff time, and inspection costs for a total construction budget in the amount of $167,230. HSIP grant funding will fund approximately 90% of the Project cost, including approximately 66% of the proposed additional costs. The City share will be funded through the Gas Tax fund.

Due to the HSIP grant funding requirements and existing traffic signal equipment, Staff approved Contract Amendment No. 1 in the amount of $8,220.83 to fund the cost of required additional work.

The additional work included the painting of existing signal heads and backplates and application of retro-reflective yellow tape for the locations where existing equipment limited the ability to replace the backplates.

During construction, Select encountered eight (8) signal heads that could not be upgraded due to space constraints with the existing traffic signal equipment. In order to upgrade these signal heads, it was determined that these signal heads would need to be relocated on the signal poles to allow for installation of the new backplates with retro-reflective yellow tape.

Staff recommends that the City Council approve Construction Contract Amendment No. 2 in the amount of $24,735 to accommodate the proposed upgrades of eight (8) signal heads with backplates with retro-reflective yellow tape. If approved, all existing signal heads on traffic signals within the City would be upgraded per the grant funding requirements.

FISCAL IMPACT:

The recommended actions result in a revised total construction budget of $194,965, which is included in the adopted FY25/26 and proposed FY26/27 Capital Improvement Program (CIP) budgets. HSIP grant funding will cover approximately 90% of the Project cost, including approximately 66% of the proposed additional costs. Funding for the City share, totaling approximately $24,000, will be provided through the Gas Tax fund. The adopted FY25/26 and proposed FY26/27 CIP budgets include $39,720 in Gas Tax funding. As a result, this recommendation does not create a fiscal impact.
