TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Megan Wolfe, Director of Community Services Mi,j SUBJECT: Joint Use Agreement Between the City of Yucaipa and the Yucaipa-Calimesa Joint Unified School District
RECOMMENDATION:
That the City Council:
Approve the Joint Use Agreement between the City of Yucaipa and the Yucaipa-Calimesa Joint Unified School District for the shared use of City and District facilities through June 30, 2036; and
2. Authorize the City Manager, to execute the Agreement and any non -substantive administrative modifications necessary to implement the Agreement; or
3. Provide further direction to staff.
BACKGROUND/DISCUSSION:
The City of Yucaipa and the Yucaipa-Calimesa Joint Unified School District (District) have maintained a long-standing partnership to maximize the use of public recreational and educational facilities for the benefit of the community. Through joint use agreements, both agencies have coordinated the use, maintenance, scheduling, and operation of various parks, sports fields, gymnasiums, pools, and community facilities.
The proposed Joint Use Agreement establishes a comprehensive framework for the shared use of City -owned and District -owned facilities through June 30, 2036. The Agreement provides opportunities for residents, youth sports organizations, schools, and community groups to access recreational and educational facilities while promoting efficient use of public resources. In addition, the City and District will continue funding two School Resource Officer positions. One SRO position will be funded equally by the City and District, with each agency responsible for fifty percent (50%) of the cost. The second SRO position will be funded with the District responsible for eighty percent (80%) of the cost and the City responsible for twenty percent (20%)
of the cost. Funding is based upon the San Bernardino County Sheriffs Department Schedule A rates in effect during each fiscal year.
This Agreement strengthens the collaborative relationship between the City and YCJUSD and ensures continued public access to recreational and educational facilities while clearly defining operational responsibilities for both agencies.
On June 23, 2026, the Parks and Recreation Commission reviewed and approved the proposed Joint Use Agreement for City Council approval.
FISCAL IMPACT:
Each agency will remain responsible for maintenance, operations, utilities, staffing, and other costs associated with facilities under its ownership, except where otherwise specified in the Agreement. All costs have been appropriated through the annual budget process.
The Agreement continues the existing School Resource Officer cost -sharing arrangement between the City and District. Funding for these services is included within the City's annual operating budget and will continue to be appropriated through the annual budget process. «OTIMIM
