Item No. 20

STAFF REPORT
DATE: July 27, 2026
TO: Honorable Mayor and City Counci J
FROM: Dr. Sean M. Moore, City Manager ,/
PREPARED BY: Megan Wolfe, Director of Community Services VW SUBJECT: Yucaipa Christ the Redeemer Church Lease Agreement RECOMMENDATION:

That the City Council:

Approve and authorize the Facility Lease Agreement with Yucaipa Christ the Redeemer Church at the Scherer Community Center; or,

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

On June 8, 2026, the City Council considered this item. Following additional administrative review, the City Manager directed staff to return the item to the City Council for reconsideration.

The Scherer Community Center, also known as the City's senior center, serves as an important community asset that supports recreational programming, senior services, community gatherings, and rental opportunities. In an effort to maximize utilization of the facility during non -operational hours and generate additional revenue to offset facility operational costs, City staff have proposed a lease agreement with Yucaipa Christ the Redeemer Church.

Under the proposed agreement, Yucaipa Christ the Redeemer Church would utilize portions of the Scherer Community Center during days and times that fall outside of the facility's operational hours. The agreement would also provide the organization with access to one designated office space, which may be accessed independently and does not interfere with regular senior services operations, as well as limited storage areas within the facility.

The proposed arrangement provides several operational and community benefits, including:
• Increased utilization of the facility during otherwise unused hours; • Additional revenue to support facility operations and maintenance;

Consistent occupancy and activity within the facility, which helps discourage unauthorized use and loitering;
Continued support for community organizations seeking gathering space within the City.

Yucaipa Christ the Redeemer Church has a longstanding history of community involvement within the City and has regularly participated in volunteer and community support efforts at City events and festivals. The lease agreement recommendation is based on the operational and community benefits associated with the proposed lease arrangement, the compatibility of the proposed use with existing facility operations, and the organization's ability to responsibly utilize the facility in accordance with City expectations.

The lease agreement establishes the permitted use areas, days and hours of use, insurance and indemnification requirements, storage limitations, maintenance responsibilities, and all applicable operational conditions for the facility.

FISCAL IMPACT:

Under the terms of the three-year lease, Yucaipa Christ the Redeemer Church will pay the City $36,000 annually for use of the Center.
