CITY OF
STAFF REPORT
DATE: August 24, 2026
TO: Honorable Mayor and City Council
PREPARED Fermin Preciado, Director of Public Works/City Engineer BY: Landon Kern, Assistant City Engineer
SUBJECT. Funding Resolutions for Fiscal Year 2026/2027 Capital Improvement Program RECOMMENDATION:
That the City Council:
Item No. 13.
1. Adopt Resolution No. 2026-34, adopting the Measure I Five -Year Capital Improvement Program; and
2. Adopt Resolution No. 2026-33, approving the Five -Year Capital Project Needs Analysis (CPNA) for FY2027/2028 through FY2031/2032; and
3. Adopt Resolution No. 2026-31, approving a list of projects for Fiscal Year 2026/2027 funded by S131; or
4. Provide further direction to staff.
BACKGROUND/DISCUSSION:
The recently adopted Fiscal Year (FY) 2026/2027 Capital Improvement Program (CIP) Budget follows the City Council's direction to continue prioritizing the completion of existing projects. Budget authorization for these projects is multi -year, meaning that the authorization to spend does not lapse at the end of the fiscal year, but instead the authorization continues until project completion. Accordingly, the planned spending within the CIP for FY2026/2027 is primarily from previously authorized budgets (carryover budget). Staff successfully aimed to minimize new budget authorization requests to the amounts included in the CIP section of the FY2026/2027 Budget. Several restricted funding sources require adoption of resolutions on an annual basis to confirm these funds are allocated for eligible CIP and maintenance projects in accordance with each funding program and the required local match funding, if applicable.
Measure I (Local):
The City adopts an annual Five -Year Capital Improvement Plan for planned expenditures to be funded by revenues to the City from Measure I, the countywide transportation sales tax program administered by San Bernardino County Transportation Authority (SBCTA). This revenue is restricted to the costs associated with the maintenance of the City's public street network. Although these street maintenance costs are identified and adopted in the CIP, SBCTA requires that a separate resolution be adopted relative to Measure I. The Measure I allocation has been included in the Pavement Management Program (PMP) section of the CIP. Resolution No. 2026-34, identifying the Measure I Five -Year plan, is attached.
Measure I (Arterial) Capital Projects Needs Analysis (CPNA)_
The Measure I 2010-2040 Strategic Plan requires local agencies to annually adopt a Five -Year CPNA to document project needs by fiscal year and includes the anticipated funding sources, funding amounts and project phasing, if applicable. The annual CPNA also includes the local agency's required development mitigation fair share funding contribution for the projects (minimum 30.90%) in the form of Traffic Facilities Fee (TFF) funds and/or other eligible local and/or grant funds. SBCTA will use this information to complete its FY2027-2028 through FY2031-2032 Measure I 2010-2040 apportionment and fund allocation process for each local agency receiving Measure I Arterial funding. The projects funded with Measure I Arterial funding are identified in the CIR
SB1 Funding_
Proposed Resolution No. 2026-31 is required by the State of California to account for the funding obligations related to the Road Repair and Accountability Act of 2017 (SB1). In order to receive SB1 funds, cities are required to provide a list of planned projects to the California Transportation Commission (CTC) by July 1 of each year. For cities that do not have an approved budget or a list of planned projects by the July 1 deadline, a subsequent deadline of September 20th is provided by the CTC. In the FY2026/2027 Adopted Budget, SB1 funds are allocated to the Pavement Management Program or street repair and maintenance projects.
FISCAL IMPACT:
The recommendations do not result in a fiscal impact.
