CITY OF

STAFF REPORT
DATE: August 24, 2026
TO: Honorable Mayor and City Council
FROM: Dr. Sean M. Moore, City Manager

PREPARED
BY: Grant Malinowski, Fire Chief
SUBJECT. Fire Schedule A Amendment
RECOMMENDATION:

That the City Council:

Item No. 15.

1. Approve and authorize the City Manager to execute the Amendment to the Agreement between the City of Yucaipa and the California Department of Forestry and Fire Protection (CAL FIRE) for the provision of fire protection and paramedic services for FY 2026 through FY 2030; or

2. Provide further direction to staff.

BACKGROUND/DISCUSSION:

At the regular City Council meeting on June 22, 2026, the Council approved the addition of a six -person paramedic squad to be staffed 24 hours per day, 7 days per week at Station 3, with service beginning October 1, 2026.

To implement this change, CAL FIRE is requesting an amendment to the existing Schedule A Agreement to increase the maximum agreement amount for FY 2026—FY 2030 to not exceed $64,800,000. The Schedule A Agreement reflects all authorized positions filled at top step with full longevity in the first fiscal year, which represents the maximum possible cost exposure to the City. This budgeting method is a standard CAL FIRE practice intended to establish a contractual cap rather than forecast actual annual expenditures.

This projection does not reflect the realistic staffing profile of the Yucaipa workforce. Actual annual budget estimates account for attrition and normal staffing turnover over multiple fiscal years. The FY 2027 budget, including the additional paramedic squad staffing, has already been approved by the City Council and remains significantly lower than the FY 2027 top -step LG1 projection presented in the Schedule A.

FISCAL IMPACT:

No additional appropriation is required for FY 2026/27 because funding for the additional paramedic squad staffing has already been included in the adopted budget. The amendment increases the maximum five-year agreement amount from $55,124,198 to $64,792,494.
