SUBJECT:

Aerial Ladder Truck Procurement
RECOMMENDATION:

That the City Council:

Item No. 21.

1. Authorize the City Manager to execute a purchase order with Fire Apparatus Solutions for the procurement of one KME Aerial Ladder Fire Truck in the amount of $2,750,000; or

2. Authorize the City Manager to execute a lease agreement with The Bancorp for the procurement of one KME Aerial Ladder Fire Truck, with ten annual payments of $390,000; or

3. Provide further direction to staff.

The City's Strategic Plan developed by Citygate, along with the direction of the Fire Chief, identifies the acquisition of an aerial fire apparatus (ladder truck) as a critical infrastructure need for the Yucaipa Fire Department (YFD). YFD currently operates without an aerial ladder and relies entirely on neighboring cities for ladder truck responses. This dependency is no longer sustainable.

The City now exceeds National Fire Protection Association (NFPA) and industry standards for mid -rise and wide -rise buildings within the service area, with multiple additional projects in development. As emergency response demands increase, establishing an in-house aerial capability is essential for:
• Providing adequate life safety for firefighters operating at height • Supporting public rescue operations in mid -rise and wide -rise structures • Meeting required fire flow formulas through elevated master stream operations, a key factor during fire plan review and approval
• Ensuring the City can continue approving future development projects, which will be contingent upon the ladder truck's procurement
Manufacturing and delivery timelines for ladder trucks are currently extended. If the order is placed today, YFD would expect delivery in Fiscal Year 2031. Given this multi -year lead time, any delay in procurement will directly impact the City's ability to safely support current and future developments.

Sourcewell currently identifies the KME—REV Group firefighting apparatus contract as Contract No. 082025-RVG-3, with a maturity date FISCAL IMPACT:

There is no fiscal impact for FY 26/27 as a result of this item. However, the City did budget $2,500,000 for the ladder truck in the current FY 26/27 budget, which will be rolled over every year during the budget until the purchase is finalized.

Based on Council direction fiscal impact for the Public Safety Fund budget will be:
• A one-time expenditure of $2,750,000 to the FY31 Public Safety budget; or • An annual expenditure of $390,000 to the Public Safety budgets for FY31—FY40 Attachments
