SUBJECT: Fire Department Purchase Orders
RECOMMENDATION:

That the City Council:

1. Award and authorize the execution of FY26/27 fire department purchase orders for:
o Stryker, $100,000
o Life Assist, $60,000; and

2. Dispense with competitive bid procedures as per Section 2.24.060.A of the City of Yucaipa Municipal Code; or

3. Provide further direction to staff.

BACKGROUND/DISCUSSION:

The Yucaipa Fire Department (YFD) is preparing to place two medic squads into a primary front- line unit and a dedicated reserve unit. Maintaining a fully equipped reserve squad is a critical operational standard; it ensures there is no gap in Advanced Life Support (ALS) coverage when the front-line vehicle is out of service for routine maintenance, mechanical repair, or when deployed during major emergency incidents. To transition these vehicles into fully functional, state - certified emergency response units, specialized medical equipment, secure mounting systems, and full baseline inventories must be procured for both squads in accordance with local EMS agency standards.

Outfitting dual medic squads requires purchasing standardized components across both units so that paramedics experience a uniform layout, whether operating the primary or the reserve vehicle.

The requested authorizations cover three key areas across both squads:

Stryker ($90,000): Provides industry -standard, heavy-duty handling systems and critical diagnostic tools.

Life Assist ($80,000): Provides specialized ALS equipment and initial pharmaceutical stocking required for paramedic licensing. This includes Identical ALS first -in trauma, airway, and pediatric response bags for both vehicles, IV therapy supplies, advanced diagnostic tools, and secure, climate -controlled pharmaceutical storage lockboxes.

Procuring these items directly through our established EMS vendors ensures all equipment integrates perfectly with the Department's existing fleet, streamlining paramedic training and minimizing maintenance down -time.

FISCAL IMPACT:

These items were budgeted in the FY26/27 YFD budget and the recommendations do not result in a fiscal impact.
