SUBJECT: Award of Contract — FY26/27 Street Rehabilitation Project — Project No. 11256 RECOMMENDATION:
That the City Council:
1. Approve and authorize the City Manager to execute a contract, and authorize the City Manager or their designee to administer the terms of the contract to the lowest responsive bidder, All American Asphalt of Corona, CA, in the amount of $2,489,463 for the FY26/27 Street Rehabilitation Project — Project No. 11256; and
2. Approve the amounts of $622,000 for construction contract contingency and $230,000 for construction contract administration, survey, testing, and inspection, for a total construction budget in the amount of $3,341,463; or
3. Provide further direction to staff.
BACKGROUNDIDISCUSSION:
On July 27, 2026, the City Council approved the FY26/27 Pavement Management Program (PMP). The approval and implementation of the PMP sub -programs are aimed at repairing, repaving and extending the service life of paved public streets maintained by the City in alignment with the adopted 2024 City Council goal to improve road maintenance. One of the sub -programs included as part of the PMP is the FY26/27 Street Rehabilitation Project (Project).
The Project will repair and repave various street segments throughout the City using various different repaving methods depending on the condition of the asphalt street. The methods range from complete removal of the existing deteriorated asphalt followed by a complete repaving of the street to removal (or milling) of the top 1 to 2 inches of asphalt and repaving of the entire street with a slightly thicker asphalt section. All methods used will result in a fully repaved street.
Staff prepared the bid documents and contract specifications for the Project. The Project was publicly advertised for construction bids and on August 27, 2026, six (6) bids were received from contractors as follows:

On the basis of sealed competitive bids received after publicly advertising the Project, All American Asphalt of Corona, CA, is the apparent lowest responsible bidder. Staff has reviewed the bid documents and determined that the documents meet the requirements of the contract specifications. All American Asphalt has completed similar work for other cities in the area as well as the City of Yucaipa in the past and their work has been deemed satisfactory. Consequently, staff recommends the award of the contract to All American Asphalt in the amount of $2,489,463. A contract contingency amount of $622,000 is also being recommended in order to accommodate for any required amendments to the contract work that may arise from unanticipated field conditions and to expand the scope of the work by adding more street segments to the list of streets to be rehabilitated. Additionally, contract administration, inspection, survey, and testing costs are estimated to be in the amount of $230,000. The total proposed Project construction budget is in the amount of $3,341,463.
FISCAL IMPACT:
The proposed Project construction budget in the amount of $3,341,463 is included in the FY26/27 adopted Capital Improvement Program Budget.

WITNESSETH, in this consideration of their covenants, the parties hereto agree as follows:
The contract documents for the Project shall consist of the Notice Inviting Sealed Bids, Instructions to Bidders, Proposal, General Specifications, Standard Specifications, Special Provisions, Plans, and all referenced specifications and appendices; together with this Agreement and all required bonds, insurance certificates, permits, notices, and affidavits; and also including any and all addenda or supplemental agreements clarifying, amending, or extending the work contemplated as may be required to insure its completion in an acceptable manner (collectively, the "Contract Documents"). The Contract Documents are made a part hereof as though fully set forth herein.
In consideration of such work, City agrees to pay Contractor and Contractor agrees to accept the sum of Two Million Four -Hundred and Eighty -Nine Thousand Four -Hundred and Sixty -Three Dollars and No/Cents, ($2,489,463.00) in the manner provided in the Contract Documents and subject to adjustment provided therein.
Concurrently with the execution of this Agreement, Contractor shall file with the City the bonds and certificates of insurance specified in the Contract Documents and subject to adjustment provided therein.
This Contract shall not be assigned without the written permission of the City Council.
