Council Member Denison expressed similar thoughts on using the original structure and to embrace history.

Mayor Drozd explained he doesn't like the location of the old sign as it is difficult to see as you first come over the hill into Yucca Valley. Drozd would prefer to use the site originally selected at Camino Del Cielo or to collaborate with the tribal agency.

Town Manager Yakimow clarified information regarding potential tribal collaboration.

Council Member Schooler inquired about the process and items for consideration.

Schooler explained he likes the idea of the south-west corner of Camino Del Cielo and doesn't believe the location will compete with other signage. Schooler also explained he is leaning toward the Cory Hamilton design and would like to plan for installing signage at all Town entrances.

Council Member Lombardo offered that Hamilton's artwork could possibly incorporate the existing base and would like to make sure the signage text will be very readable at a distance.

Item: 7.

Town of Yucca Valley
Town Council Staff Report
To: Town Council
From: Alex Qishta, Public Works Director
Date: January 26, 2026
Meeting Date: February 3, 2026
Subject: 56370 Buena Vista Drive Property Demolition Project No. 8070 - Notice of Completion Recommendation:

That the Town Council accepts the project as substantially complete, authorizes staff to file the Notice of Completion, authorizes the reduction of the Faithful Performance Bond to 10%, directs staff to retain the Labor and Material Bond for six (6) months for Project No. 8070.

Prior Review:

On September 16, 2025, the Town Council adopted Resolution No. 25-23, approving plans, specifications and estimates for the advertised demolition of 56370 Buena Vista Drive Demolition Project, Town Project No. 8070, and authorizing the Town Clerk to advertise and receive bids.

On October 21, 2025, the Town Council:
• Approved the award of a construction contract with UBD, Inc., in the amount of $34,777.00 for the 56370 Buena Vista Drive Demolition Project; • Authorized construction, construction contingencies, and inspection costs in the total amount of $41,000.00; and
• Authorized the Mayor, Town Manager, and Town Attorney to execute the agreement, and authorizes the Town Manager to expend contingency funds, if necessary, for project completion.

Discussion:

The property at 56370 Buena Vista Drive has remained vacant following the owner’s death.

During this period, the residence was involved in a fire incident that caused significant structural damage. Successors are unable to fund remediation or demolition of the damaged structure. As a result, the Town has initiated a Public Works project for the demolition of the structure, the end of utility services, and clearing of the site.

Page 28 of 88 ends

Property title research identified no additional lien or interest holders in the property. Proper notice was sent to the property owner to abate the public nuisance as required by Town regulations. All utilities were disconnected, and all septic tanks and leach lines were removed and back-filled.

The 56370 Buena Vista Drive Demolition Project consisted of the demolition of all structures, removal of all concrete foundations and site concrete, and disposal of all demolished materials.

Additionally, testing for asbestos materials was conducted, finding no presence of asbestos in the building.

The project started on December 25, 2025, and was substantially completed by January 12, 2026. The Town Inspector provided a punch list of items for the contractor to correct and revise the work until found satisfactory and accepted by the Town.

It is appropriate for the Town to accept the work as substantially complete and file a Notice of Completion. It is also appropriate to reduce the Faithful Performance Bond being held as a surety to 10%. The Labor and Material Bond shall be retained for a period of six (6) months and then released, provided no liens or stop notices have been filed, following completion of the punch list items.

Alternatives
No alternatives are recommended by staff. The recommended action is necessary for the project to move forward.

Fiscal Impact:

The FY25-26 Adopted Budget allocates a total of $41,000.00 from General Fund for the 56370 Buena Vista Drive Property Demolition Project.

TOTAL PROJECT COST The total project cost is summarized below:

Construction Cost $ 34,777.00
Change Order #1 $ 3,371.00
Total Project Cost $ 38,148.00

REMAINING FUNDS
Available Fund $ 41,000.00
Total Project Cost $ 38,148.00
REMAINING FUNDS $ 2,852.00
The remaining funds in the amount of $2,852.00 allocated for this project will be returned to the General Fund.

Town of Yucca Valley
Town Council Staff Report
To: Town Council
From: Alex Qishta, Public Works Director, Shane Stueckle, Deputy Town Manager Date: January 26, 2026
Meeting Date: February 3, 2026
Subject: Town Project No. 8340; Town-Wide Crack, Slurry, Cape Seal Project — Notice of Completion
Recommendation:

That the Town Council accepts the project as substantially complete, authorizes staff to file the Notice of Completion, authorizes the reduction of the Faithful Performance Bond to 10%, directs staff to retain the Labor and Material Bond for six (6) months for Project No. 8340.

Prior Review:

On April 1, 2025, the Town Council adopted Resolution No. 25-07, approving plans, specifications, and estimates for the construction of Town-Wide Crack/Slurry/Cape Seal Project, Town Project No. 8340, and authorizes the Town Clerk to advertise and receive bids.

On May 20, 2025, the Town Council:
• Approved the award of a construction contract with American Asphalt South, Inc., in the amount of $1,550,150.00 to construct Town-Wide Slurry/Cape Seal Project; • Authorized construction, construction contingencies, and inspection costs in the total amount of $1,862,153.00; and
• Authorized the Mayor, Town Manager, and Town Attorney to execute the agreement, and authorized the Town Manager or designee to expend contingency funds, if necessary, for project completion.

Discussion:

The Town-Wide Slurry Seal Project is an annual maintenance effort that is a part of the Town’s overall pavement maintenance program. The annual maintenance effort is implemented to extend the lifetime of the roadway pavement throughout the Town prior to roads deteriorating to the degree where road reconstruction is necessary. The annual slurry/cape seal project generally consists of applying a Type II or Type III Slurry Seal to the roadway, as well as replacement of obliterated traffic striping and damaged Raised Pavement Markers (RPMs).

Page 44 of 88 ends

Maps showing the streets selected for crack, slurry, and cape seal are attached.

The project started on August 11, 2025, and was substantially completed by December 19, 2025.

The Labor and Material Bond shall be retained for a period of six (6) months, and then released provided no liens or stop notices have been filed, following completion of the punch list items.

Alternatives
Staff recommend no alternative actions.

Town of Yucca Valley
Town Council Staff Report
To: Town Council
From: Brooke Dudra, Deputy Town Clerk
Date: January 22, 2026
Meeting Date: February 3, 2026
Subject: Town of Yucca Valley 35th Anniversary Celebration Recommendation:

That the Town Council approve the 35th Anniversary Celebration Plan as presented.

Prior Review:

There has been no prior review of this item.

Discussion:

The Town of Yucca Valley will mark the 35th anniversary of its incorporation this year. This milestone provides an opportunity to recognize the Town’s history, honor those who have contributed to its growth, and engage the community in celebrating the Town’s identity and future direction.

Rather than hosting a single standalone event, staff proposes incorporating anniversary recognition into existing Town activities and milestone events throughout the year. Several major projects are scheduled for completion this year, including the Senior Center Modernization Improvements, the Community Center Pickleball Courts, and the highly anticipated Yucca Valley Aquatics and Recreation Center (YVARC). Ribbon cuttings and grand openings for these projects provide ideal opportunities to highlight the Town’s 35-year journey, celebrate community progress, and share the vision for Yucca Valley’s future.

Additional anniversary activities will include community giveaways with commemorative items, public recognition of partners and media support, elementary school art displays in Town Hall, and storytelling that highlights Yucca Valley’s unique history and continued growth. The Town also plans to incorporate interactive outreach opportunities with neighboring communities.

Residents are encouraged to follow along on the Town’s social media channels for updates, long-time resident stories, local history, fun facts and information on anniversary events throughout the year.

Page 66 of 88 ends

This year-long celebration provides multiple opportunities for community participation while honoring Yucca Valley’s history, recognizing community contributions, and build excitement for the Town’s future.

Town of Yucca Valley
Town Council Staff Report
To: Town Council
From: Jessica Rice, Senior Management Analyst
Date: January 27, 2026
Meeting Date: February 3, 2026
Subject: Update on Solid Waste & Recycling
Recommendation:

That the Town Council receive and file this update on the Town’s solid waste and recycling programs.

Prior Review:

N/A
Discussion:

Staff has been working with Burrtec on planning and implementing programs and community events that will aid in the Town’s compliance with required recycling legislation, specifically SB 1383. This report will provide the Council with an update on the Town’s implementation program for SB 1383, as well as updates on other recycling events and programs.

SB 1383 Update
SB 1383 is legislation from the State of California that requires every town and city to implement organic waste collection services to all residents and businesses. The law, signed by Gov. Jerry Brown in 2016, aims to address climate change by reducing the state's methane emissions that come from landfills. The extensive SB 1383 regulations required the Town to implement new organics recycling programs for all residents and businesses, implement an edible food recovery program, perform waste assessments to ensure contamination is minimized, perform inspections, provide enforcement, provide public education and outreach for these programs, and keep extensive recordkeeping on all of these items.

Staff has been busy over the past 5+ years preparing for the implementation of SB 1383, which now encompasses all of the Town’s solid waste and recycling programs. During that time, the Town updated its solid waste ordinance, renegotiated the franchise agreement with Burrtec, and moved to residential tax roll billing in 2020. In 2022 the Town updated its solid waste ordinance again to further comply with the final regulations for SB 1383 compliance. Also in

Page 70 of 88 ends

2022 the Town submitted a Notice of Intent to Comply to CalRecycle outlining the Town’s plan and timeframe for implementing all of the required programming under SB 1383. In 2023 the Town entered into an MOU with the County of San Bernardino Environmental Health Division to provide edible food recovery services and enforcement for identified Tier 1 and Tier 2 edible food generators (restaurants and grocery stores). At the end of 2023 the Town, together with Burrtec, launched a massive rollout campaign for the implementation of residential and commercial organics recycling programs, with the Town starting these programs in January 2024.

The rollout included a series of site visits to commercial and multi-family customers, flyers and letters mailed to residents and commercial customers, informational handouts provided in both English and Spanish, employee/tenant trainings, webinars, a live food scrap demonstration, and the provision of a green cart or bin in which to place organics.

Fun Facts
In 2025:
• Yucca Valley residents helped divert 292 tons of organic materials and 1,267 tons of recycling from the landfill.
• Yucca Valley businesses helped divert 470 tons of organic materials and 1,861 tons of recycling from the landfill.
• Yucca Valley residents used the Bulky Item Pickup program 3,249 times. • Burrtec collected 869 mattresses and 1,112 metal goods (refrigerators, washers & dryers, etc).
• Burrtec reported that 1.25 tons of Christmas trees were collected curbside and were recycled.

Other Town Recycling Programs
Bulky Item Pickup Program
Town residents can have up to 4 bulky items picked up from their curbside, up to 4 times per year for free. Bulky items like BBQ’s, refrigerators or other appliances, mattresses and other furniture, large boxes/crates, etc. can be picked up by calling Burrtec at (760) 365-2015 to schedule the pickup day.

HHW Facility in Joshua Tree
The Town contracts with San Bernardino County to allow Yucca Valley residents to utilize the Household Hazardous Waste (HHW) facility in Joshua Tree to properly dispose of their home generated hazardous waste. The facility (located at 62499 29 Palms Hwy, Joshua Tree) is open on the 3rd Saturday of each month from 9am – 1pm.

Items accepted at the HHW facility include: auto and household batteries, fluorescent lightbulbs, household generated sharps/needles (in an approved container), motor oil and used oil filters, antifreeze, paint, appliances, etc. More information can be found

Upcoming Events for Town Residents

Residents can bring electronics, furniture, appliances, up to 4 rimless tires and green waste. While there they can also pick up some free self-serve compost.

In the past, these events have been very successful, collecting an average of:
• 31.81 tons of trash
• 4.66 tons of tires
• 4.80 tons of e-waste
• 6.34 tons of metal
Used Oil Filter Exchange Event
Staff is working with San Bernardino County HHW staff to host a free used oil filter exchange and recycling event on Saturday, May 2nd from 9:00 a.m. – 2:00 p.m. at the Auto Zone in Yucca Valley. Residents can bring used oil filters to recycle and exchange for a voucher to get a new one free.

The Town utilizes the Strategic Planning process to determine the appropriate goals and objectives that will further the mission of the Town in the near, mid, and long-term planning horizons. Through the process, prioritization of objectives and initiatives are developed that are then reflected in a measurable work plan supported by the Town’s allocation of resources through the adopted budget.

Strategic Planning Process
A key component of the Strategic Planning process included significant public outreach efforts designed to engage and encourage residents, businesses, and other stakeholders to provide input on concerns and issues of importance to them.

Through these workshops and Town outreach efforts, stakeholders were able to contribute thoughts, ideas, and suggestions for Council consideration in the Strategic Planning process.

The 2026-28 Strategic Plan was built within the framework of the following actions:

1. FY 2024-26 Approved Strategic Plan
