3. Local Media Update, Pets of the Week, Animals at the Shelter more than 6 months Animal Care and Control Manager May discussed media and social media efforts continue to be successful, with stories and reels reaching more people. Manager May shared examples of adoption and pet-safety posts, including a successful post featuring three pigs, all of whom were adopted. Long-term dogs and cats were reviewed and are being considered for adoption or transfer. May thanked a volunteer who had been working with a very scared cat to help it feel more comfortable.

Continued outreach through social media and other efforts was discussed.

Residents commented that things were going well and asked about dogs listed for rescue only and what is being done for them. Manager May explained that staff reach out to multiple rescues, although many are currently full, and continue outreach over time. Staff does also contact breed-specific rescues and other organizations when appropriate.

With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

4. June and July Shelter Statistics
Animal Care and Control Manager May presented the June/July statistics, including intake and disposition data. Dogs had lower live-release outcomes, while cat outcomes and adoption rates were strong. Transfers to other rescues and shelters helped support positive outcomes. June’s lower live-release rate was impacted by medical/behavioral and bite cases in dogs, while cats were affected by illness, heat exposure, and very young kittens. July showed high cat and dog adoption rates, and January–July live-release trends were also presented. Residents recognized staff for incredible results, with live-release rates exceeding those of other Southern California shelters. Residents discussed heat-related illness remains a concern. Manager May discussed how the shelter is educating residents through field contact and public outreach. Information on heat-related illness from veterinary professionals has been shared on social media.

With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

5. July Adoption Event
Animal Care and Control Manager May presented the July adoption event report.

Adoption fees were $25 to celebrate the United States 250th anniversary, with longterm animals available for $5. Cat adoptions were very successful, while dog adoptions were less successful due to the heat, which is similar to many other shelters. Manager May presented the July adoption numbers, including two ducks and two chickens adopted by the same family.

With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

6. Spay & Neuter Events
Animal Care and Control Manager May reviewed two Town-sponsored spay/neuter events held in June and July, with one occurring in the last quarter of the prior fiscal year and the second in the first quarter of the current fiscal year. Both events were very successful, with many residents taking advantage of the clinics. Free vaccinations and microchips were also offered for a mix of cats and dogs. The Town looks forward to holding more events and continuing this program. Residents thanked the Town for hosting the spay/neuter clinics and for holding the events so close together.

With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

7. Shelter Success Stories
Animal Care and Control Manager May presented several rescue and adoption success stories. Kiki, a 12-year-old German Shepherd with medical arthritis, was transferred to a rescue in Las Vegas after being overlooked due to her medical needs.

Amy, a 7-month-old dog, was also adopted after being overlooked. Jupiter and Venus, senior black Labs with health issues, were taken in by a new Lab rescue partner in San Diego. The shelter received updates that they are doing well, have new names, and are receiving medical care. A group of kittens diagnosed with ringworm was taken in by a local rescue for treatment, helping ensure their successful recovery and adoption. Residents asked about future programs for adoptions for senior residents of the community. May mentioned new programs will be introduced in the future.

With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

8. Animal Shelter Operational Review Status Update
Manager May provided a brief update on the review, including engagement, compliance, resources, and best practices. Regulatory compliance remains ongoing,

Page 6 of 36 ends

with continued review of state and federal laws. Resource allocation and operations are being reviewed, with the department fully staffed for FY 2026/27. Best-practice improvements include new shelter software implementation and a new program for dog licensing. The Town will continue to offer four vaccine and spay/neuter events each fiscal year. Animal outcomes, adoption and live-release rates, return-to-owner efforts, rescue partnerships, public education, and shelter capacity are also being monitored. May stated shelter capacity is updated daily, and staff continue to go above and beyond to obtain owner information and reunite animals with their owners.

Chair Schooler noted the significant progress and thanked staff for their hard work.

Residents praised the turnaround and daily website updates. Discussion included Kuranda beds, winter shelter conditions, and the possibility of donations or Town purchases. Residents also suggested purchasing an additional washing machine and dryer to improve efficiency. May noted this would be discussed. Residents offered assistance with updating forms, sponsorship opportunities, and providing photos or videos of animals for staff to use on the shelter's social media pages.

With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

Future Agenda Items
No future agenda items were discussed.

Public Comments
Chair Schooler opened public discussion and reminded speakers to follow public comment guidelines. With no additional members of the public wishing to speak, Chair Schooler closed the public comment period. No motion was made.

Staff Reports and Comments
Animal Care and Control Manager May reported that a contract with the new shelter veterinarian has been signed, which will allow the shelter to order basic medications more efficiently and will save staff time and money. The required permit was recently received, allowing accounts to be opened with vendors. The longtime shelter veterinarian has retired, and the new shelter veterinarian will provide monthly high-volume spay/neuter and relief services. Manager May also discussed rescue support, including organizations helping by taking animals when another shelter is over capacity. Residents noted the shelter’s ongoing improvements and new partnerships.

Committee Member Drozd noted the shelter needs an additional washing machine and thanked the volunteers. Chair Schooler thanked the staff for their continued hard work and

Page 7 of 36 ends

commitment.

Committee Member Reports and Comments
Council Member Drozd thanked staff, volunteers, and community members for their work and participation, and expressing appreciation for everyone in attendance. Chair Schooler thanked staff and attendees for their participation and support.

Announcements
Chair Schooler discussed holding the next meeting in September to get back on track. Residents agreed and asked that meetings be held on Thursdays. Chair Schooler confirmed that the next meeting will be held in September.

With no additional members of the public wishing to speak, Chair Schooler adjourned the regular meeting to closed session at 6:30 pm.

Respectfully Submitted,
Committee Secretary
